The Bumping Privileges clause defines the conditions under which a party may temporarily or permanently elevate the access rights or authority of a user or system within a contractual relationship. Bumping Privileges. It is agreed that in cases of layoff where an employee exercises his seniority to displace a junior employee, he is entitled to a familiarization period of up twenty- five (25) working days for Groups A, B and C, and fifteen (15) working days for all other groups to become acquainted with the special job duties and/or machines involved in the job he is moving to. During this familiarization period, he must demonstrate sufficient ability and skills to promptly and satisfactorily perform the job.

He/she shall be entitled to bump into the next position held by the least senior incumbent employee when the following criteria is met: a. the incumbent employee has less seniority than the bumping employee, in his/her wage grade, and b. the bumping employee meets the minimum qualifications as defined by the job description on file with Human Resources at the time of the bumping. ii. If there is a vacant position in the same wage grade as the bumping employee, and the bumping employee meets the minimum qualifications for the position as defined by the job description on file with Human Resources, he/she will be placed in the vacant position before bumping other positions. iii. If there is no position in his/her existing wage grade for which he/she meet the minimum qualifications and has seniority over, he/she may bump the least senior position for which he/she is qualified for and has seniority over, in the next lower wage grade. iv. The bumping employee may continue bumping at subsequent lower wage grades until the bumping employee finds a position for which he/she is qualified and has seniority over the incumbent employee. The bumping employee must take the first position for which he/she is qualified. v. If the person is not eligible for any positions, he/she will be placed on layoff status. vi. An employee who is unable, or chooses not to bump, shall be placed on layoff status. vii. The bumping process can only occur within classified bargaining unit positions, but may be college-wide.

The bumping person may continue bumping at subsequent lower salary grades until they find a position for which they are qualified and meet the seniority requirement. If the person is not qualified for any positions, they will be placed on layoff status. Bumping can only occur between classified bargaining unit positions, but may be college-wide. An employee who is unable, or chooses not to bump, shall be placed on layoff status. Procedures for bumping are as follows: i. The employee notified of impending layoff must inform the Vice President and Chief Financial Officer (or designee), in writing, within ten business days following notification of layoff, of his/her desire to bump into another position. If, following a desk audit of the position by the Director of Human Resources, the employee does not meet the qualifications of the position in which he/she wishes to bump into, he/she will have an additional two business days in which to notify the Vice President and Chief Financial Officer (or designee) of their intent to bump into another position. ii. Once the employee has identified the position they wish to bump into, the Director of Human Resources will conduct a desk audit of the identified position to ensure that the job description is accurate at the date of the bumping request. iii. The employee requesting bumping privileges must meet all of the job qualifications for the position they wish to bump into as determined by the updated job description on file in the Human Resources Office of the College. iv. Qualified, as determined by the updated job description, shall be defined as the employee having the minimum education, skills, and prior knowledge needed to perform the essential duties of the position as delineated in the updated position description in effect at the date of the bumping.
