Capacity Development. The CMS Family, Parties and other stakeholders need to address capacity building needs relating to information, awareness, knowledge and understanding as covered in the strategic targets. This is supported in particular by implementation of the CMS Capacity Building Strategy. A further step in this direction is capacity development using the Manual for the National Focal Points for CMS and its Instruments - a capacity building tool to guide the national focal points of CMS and its instruments on their roles and responsibilities, helping them to make a more effective contribution to implementation.
Capacity Development. Project implementation should include consideration of capacity development aspects for those implementing the projects and those that will subsequently be involved in the operation, maintenance and management of projects.
Capacity Development. The Borrower shall cause NHA to accelerate recruitment of professional staff and reduce vacancies of approved posts as they stand on the Effective Date to no more than 10% of such approved posts for each department within two months of the Effective Date. For the avoidance of doubt, all posts of grade 16 and above shall be considered professional posts for the purpose of this provision.
Capacity Development. This FFA does not constitute a legal obligation on the part of ADB to commit any financing. ADB has the right to deny any financing request made by India on behalf of the State and ASEB, cancel the uncommitted portion of the Facility, and withdraw the right to request any financing tranche under the Facility. India and ADB may exercise their respective rights to cancel the Facility or any uncommitted portion thereof, and ADB may exercise its right to refuse a financing request, by giving written notice to such effect to the other parties. The written notice will provide an explanation for the cancellation or refusal and, in the case of a cancellation, specify the date on which the cancellation takes effect.
Capacity Development. (a) Provide technical assistance, including international experiences and best practices, to design and conduct a demand-based capacity development program for GZARG and Fangchengang, Chongzuo and Baise Cities in the field of planning and implementation of an integrated and sustainable urban transport system; and (b) Provide technical support including relevant trainings to GZARG and the above mentioned three cities to ensure that the Project will be implemented in full compliance with ADB policy and operational requirements.
Capacity Development. The capacity development requires two (2) main approaches in the coming year;
a. Regular capacity development training For the last two (2) years, the provided capacity training has been designed based on the progress of projects – for example, providing advanced level course and basic level course. However, the focus of some of PMTs in the advanced stage seems to be shifting to the bottom up of the knowledge in the PMTs judging from their nominees on the training. This made the level of understanding of nominees varies widely and focusing on a certain level in the training difficult in programmed trainings. It is time for LMU to review the policy of capacity development trainings, including those of aimed level for implementing ODA Loan projects.
b. Knowledge-sharing Recognition of the importance of knowledge-sharing is increasing among the oversight agencies and PMTs, and several attempts materialized in 2014. This good trend is, however, in its initial stage and depends on the personal merits and efforts of PMTs. The next challenge will be how to operate and institutionalize this mechanism as solid platform. Basra PMTs which initiated the knowledge-sharing and study group will be a good pilot for establishing solid platform, LMU will keep facilitating the opportunities with close coordination with JICA.

Capacity Development. The focus of the United Nations’ capacity development, to be collated and codified by the MoE in a plan for cabinet approval, is to strengthen government systems to improve the delivery of essential services. There is a continued need for capacity development and systems strengthening at the national and sub- national levels within the education sector. At the government’s request, UN agencies specialized in education can provide technical assistance. UN in-country staff, backstopped by the UN’s regional and global offices, temporary international and national assistance (the latter fully harmonized to the Government’s NTA guidelines), are the basis for the capacity support delivered to the Government’s education ministries. This support is fully focused on specific initiatives aligned with priorities outlined in the ANPDF and NESP III.
Capacity Development. MCC Funding will support significant institutional strengthening and capacity building, especially at subnational government level. Capacity development efforts must initially be focused on the PPDF reaching sufficient human capacity to continue operating effectively after withdrawal of MCC Funding at the end of the Compact, but the PPDF will also be required to build client-side capacity in the subnational governments that are being supported.
