The "Closed Session Held to Discuss" clause authorizes a governing body or committee to conduct a meeting or portion of a meeting privately, excluding the public and sometimes even non-essential staff. This clause typically applies to discussions involving sensitive topics such as personnel matters, legal advice, or confidential negotiations. Its core practical function is to protect confidential information and ensure candid discussion, thereby addressing the need for privacy and discretion in certain decision-making processes.
