Conditions and Requirements. 16 Exemptions are valid provided the above listed vessel complies with the following conditions and 17 requirements: 19 1. This EFP must be carried aboard the vessel and accompany valid Federal fishery permits 20 for any species which is landed; 22 2. In the event of an EM system failure prior to or during sailing, the vessel is allowed to 23 complete that trip, but the vessel operator must notify their EM service provider, sector 24 manager, and contact the Fisheries Sampling Branch, to request a waiver. If granted a 25 waiver, the vessel can make that trip, and subsequent trips granted a waiver or selected for 26 NEFOP coverage, until the vessel is again selected for EM coverage. It is a violation of the 27 EFP if a selected trip sails without a working EM system and a waiver was not issued; 29 3. The vessel must carry on board, and abide by at all times, its approved VMP; it will be 30 considered a violation of the EFP if a trip sails without its approved VMP; 32 4. A copy of the revised VMP must be provided to NMFS if changes occur throughout the 33 fishing year. If updates to the VMP have a direct impact on catch accounting (onboard 34 catch methodology, discard control points, etc.), then those modifications must be 35 approved prior to fishing. Other changes (camera angle, system upgrades, general 36 maintenance, etc.) that do not have a direct impact on catch accounting do not require 37 NMFS approval; 39 5. Catch handling requirements are specified below, with further details in the vessel VMP: 40 ▇. ▇▇▇▇ species (white, red, silver, and offshore) must be retained and landed; 41 b. Discarded regulated groundfish species must be placed on the designated discard 42 measurement strip in view of the dedicated measurement camera to ensure proper 43 identification; 44 c. Discards of legal unmarketable fish must be handled in the same way as the other 45 regulated groundfish species and reported through the eVTR; 46 d. Species other than regulated groundfish (e.g., skates, dogfish) must be discarded in 1 view of a camera at one of the designated discard control points specified in the 2 VMP; and
