Corridor. FDOT encouraged coordination with the Cities of New Port ▇▇▇▇▇▇ and Port ▇▇▇▇▇▇ to ensure a cohesive plan was developed for the corridor. In May 2016, Pasco County submitted a Letter of Interest to the FDOT District Seven office requesting $1,000,000.00 for 2017 reimbursable funding for landscape design and installation along the SR 55 (U.S. 19) corridor rights-of-way within the unincorporated areas between the Hernando County line to the Pinellas County line. On July 14, 2016, Pasco County was informed that the County’s request for funding for the landscape project on SR 55 (U.S. 19) corridor was approved by FDOT. On July 20, 2016, Pasco County forwarded a Letter of Acceptance to ▇▇▇▇▇▇▇ ▇▇▇▇▇, District 7 FDOT Landscape Architect, accepting the $1,000,000.00 funding for landscaping on US 19 (SR 55). In October 2016, the Gulf Coast Highway Roadway Maintenance Organization (RMO), Inc. was formed by the West Pasco Chamber of Commerce and Pasco County Board of Realtors to serve as a non-profit organization responsible for maintenance of the SR 55 (U.S. 19) corridor, which is being rebranded as the Gulf Coast Highway. ▇▇▇▇ ▇▇▇▇▇▇▇▇▇ serves as President of the RMO and has been instrumental in development of the project and the RMO. The RMO plans to sell landscape sponsorships along the SR 55 (U.S. 19) corridor to fund landscape improvements. A copy of the RMO Articles of Incorporation is attached. On March 7, 2017, the District Seven Highway Landscape Reimbursement and Maintenance Memorandum of Agreement (attached) was approved by the Board of County Commissioners (BCC) and Pasco County assumed responsibility for landscape maintenance on SR 55/US19. The BCC signed the HLRMA grant agreement with the understanding that the Gulf Coast Highway Road Maintenance Organization, Inc. (RMO) would sign an agreement with Pasco County to assume landscape maintenance responsibilities within the rights-of-way of SR 55 (U.S. 19). On March 7, 2018, the Gulf Coast Highway RMO, Inc. executed the Highway Landscape Maintenance Agreement for the maintenance of all improvements installed on SR55 (U.S. 19) corridor within unincorporated Pasco County. FDOT approved the plans for the US 19 (SR 55) Landscape Rehabilitation Project, Phase 2, Roadway ID: 14:030 000, WO#X10861.00, FPID#440200-1-58-01, HLRMOA#09-07. On December 5, 2019, FDOT issued a Notice to Proceed on the US 19 (SR 55) Highway Beautification Project (Roadway ID: 14 030 000, WO # X1101400 FPID# 442808-1-74-01 Contract #G0774 FHBL #G-01-08 (Roadside Beautification). On March 10, 2020, the Gulf Coast Highway RMO executed the Highway Landscape Maintenance Agreement Amendment #1 for the maintenance of all improvements installed on SR 55 (U.S. 19) corridor as part of Phase II and Roadsides within unincorporated Pasco County. On March 23, 2020, FDOT issued a Notice to Proceed on the US 19 (SR 55) Landscape Rehabilitation Project, (Roadway ID: 14:030 000, WO # X10861.00, FPID# 440200-1-58-01, Contract #A5476 HLRMOA#09-17 (Phase III). On April 30, 2020, the Gulf Coast Highway RMO executed the Highway Landscape Maintenance Agreement Amendment #2 for the maintenance of all improvements installed on SR 55 (U.S. 19) corridor as part of Phase III within unincorporated Pasco County. On August 20, 2020, FDOT issued a Notice to Proceed on the US 19 (SR 55) Landscape Rehabilitation Project; SR 55 (US Hwy 19) from Pinellas County line to Hernando County Line; FPID# 440200-1-58-01, Contract #A5476; Phase IV, FDOT Fiscal Year 2020. This is a no funding required agreement. There is no exchange of funds between Pasco County and the RMO as a result of this agreement. The beautification of SR 55 (U.S. 19) is the signature project for The Harbors – West Market Redevelopment. The benefits of moving forward expeditiously with the landscaping and associated will: • Assist with redevelopment efforts, creating a new sense of place along the corridor that will elevate private investments along the corridor; • Provide improved traffic calming on a roadway with high bicycle and pedestrian fatalities; • Restrict mid-block crossings of pedestrians via select plantings to intentionally discourage/ prohibit mid-block crossings. The Harbors West Market Development/Infill Plan recommends beautification of US 19 through the following strategies: • Strategy T10: “Coordinate with FDOT on future transportation improvements on US 19 including beautification/landscaping, multi-modal applications, and improving safety.” • Strategy T14: “Improve pedestrian circulation and safety along the major roadways employing a combination of strategies/elements such as access management, sidewalks, landscaped medians, street lighting, countdown pedestrian signals, and traffic calming mechanisms.” • Strategy U13: “Identify redevelopment opportunities that help create gateways in the West Market Area at the north and south entrances on US 19. The gateway could be a building or cluster of buildings, or any feature that marks the arrival to the West Market Area.” • Strategy U16: “Identify different segments along US 19 and other major corridors which have or could have a unique concept for future development. Formulate streetscape improvement strategies that help provide a distinct and unified identity to these corridor segments.” • Strategy U18: “Evaluate strategies for providing access to the Gulf along the US 19 corridor to improve the coastal image of the area.” • The estimated annual watering cost of maintenance of the landscaping within right-of-ways along the entire US 19 corridor unincorporated area is estimated at $88,000. This estimate assumes free reclaimed water is available. The RMO plans to enter into a written agreement with the City of New Port ▇▇▇▇▇▇ for free reclaimed water. If free reclaimed water is not available, the estimated watering cost increases $15,508 to a total cost of $103,508. Real maintenance costs are subject to wet/moderate/dry seasons and may fluctuate up or down depending upon the weather. • Exhibit A of the Highway Landscape Maintenance Agreement specifies, among other items, that the RMO will be responsible for the following maintenance activities: o Remove litter from all landscaped areas of the Project; o Remove fallen palm fronds, fallen fruit and flower stalks and fallen twigs and limbs from all landscaped areas of the Project; o Water and fertilize all plants; o Mulch all plants beds; o Keep plants as free as practical from disease and harmful insects; o Weed the Project premises routinely; o Mow and/or cut grass within the areas delineated by the landscape plans; o Prune all plants, specifically remove all dead or diseased parts of plants and prune of all parts of plants that present a visibility hazard to those using the roadway; o Replace, or at the Agency’s option, remove all dead or diseased plants or other parts of the Project that have fallen below Project standards. Replace with plants of substantially the same grade, size and specification as originally provided for in the plans and specifications, unless otherwise authorized by Pasco County and FDOT; and; o Perform routine maintenance as prescribed by the manufacture of any Project irrigation system; and trim, alter, relocate or remove landscaping as needed for any future intelligent Transportation System (ITS). The alternatives to the BCC approving execution of the Highway Landscape Maintenance Agreement are: 1. The BCC accepts the watering and maintenance responsibilities if an agreement is not entered into with the RMO; or 2.
