Creation of a New Position. 27.03.01 The Association recognizes the right of the Federation to create new positions not included in this agreement under the following conditions: 27.03.02 The Federation, upon taking such action, shall, before hiring, notify the Association within five (5) days of creating the position; 27.03.03 The Federation shall negotiate with the Association the salary and job description for the new position, which shall be incorporated into this agreement. 27.03.04 If the Association and the Federation are unable to reach agreement on the salary within thirty (30) days, the matter will be referred to a single arbitrator in accordance with the provisions in Article 21.
