DIRECT ORDERING WITHOUT A FURTHER COMPETITION. 2.1 Subject to paragraph 1.2 above any Contracting Authority awarding a Call Off Agreement under this Framework Agreement without holding a further competition shall: 2.1.1 develop a clear Statement of Requirements; 2.1.2 make a reasonable estimation of the time needed and grade of Supplier personnel necessary to meet the objectives in the Statement of Requirements, calculate an estimated time cost for each capable supplier on the basis of this estimate, and apply the Award Criteria set out in paragraph 2, Part A to this Schedule 5 to such estimated time cost in order to establish which Supplier provides the most economically advantageous solution and which shall therefore be awarded the Call Off Agreement; and 2.1.3 on the basis set out above, award the Call Off Agreement with the successful Framework Supplier in accordance with paragraph 7 below.
