District Implementation. If after exhaustion of the procedures set forth above, the HBC fails to or refuses to take action to contain health and welfare costs within the District’s defined total aggregate contribution level, the District may implement premium contributions from current employees through automatic payroll deduction and/or from retirees through direct payment or other means to the extent necessary to contain health and welfare costs within the District’s defined total aggregate contribution level.
