The target population for Yale Navigation Center will be defined by U.S. Department of 2 Housing and Urban Development (HUD) criteria for defining homelessness, Categories 1 and 4, per the 3 Final Rule on “Defining Homeless” (24 CFR parts 91, 576 and 578) or would be experiencing 4 homelessness upon exiting an institution.
