EMPLOYEE DEVELOPMENT PROGRAM. The Employee Development Program may be utilized when a member's supervisor asserts and provides documentation to support that the member has a deficiency in his job performance characteristics that have not been remedied through counseling and job review. The member's supervisor must submit a request to utilize the Employee Development Program to his bureau commander.
