Fact Finder. If the Mediator is not able to resolve the differences within fifteen (15) days after his appointment, or declares earlier that he is unable to resolve the dispute, following the request of either party to the other, a Fact Finder shall be selected in the same manner as the Mediator. The Fact Finder shall report recommendations for resolving the difference between the parties within fifteen (15) days. These recommendations shall be submitted to both parties, and if no agreement has been reached by the parties after five (5) days, the recommendations shall be made public.
