Faculty Service Areas. Instructional Councils are accountable for recommending Faculty Service Areas (FSA) (i.e. instructional disciplines and/or service areas). All areas of specialty overseen by an Instructional Council may be grouped into a single Faculty Service Area or into multiple Faculty Service Areas as determined by the Instructional Council. Instructional Councils determine the minimum qualifications necessary for faculty to teach or work in each FSA. Instructional Councils assign all courses in the course bank to one or more FSA. The ▇▇▇▇▇▇▇ is the approval authority for all FSA designations recommended by Instructional Councils. By March 1 of each academic year, each Instructional Council shall provide the ▇▇▇▇▇▇▇ with written FSA recommendations. The ▇▇▇▇▇▇▇ will review and approve final FSA designations for the following academic year by March 15. Residential Faculty are deemed qualified in any FSA in which they meet the minimum qualifications. The primary FSA of instructional faculty is the FSA in which the majority of the faculty member’s instructional load is taught over the most recently completed academic year. For Service Faculty, the primary FSA is the service area in which the faculty member has worked the majority of hours over the most recently completed academic year. Secondary FSAs are all non-primary FSAs in which a faculty member meets the minimum qualifications. The appropriate Vice President, or designee, at each College shall review and approve final FSA assignments by April 15. Residential Faculty may appeal the determination to the ▇▇▇▇▇▇▇ by May 1. Under-Ratio FSAs at a College are FSAs in which the addition of one Residential Faculty will not cause the percentage of instructional load in the FSA taught by Residential Faculty to exceed the applicable faculty ratios identified in Article 1. By October 1, the ▇▇▇▇▇▇▇ will provide the list of Under-Ratio FSAs at each College to all Residential Faculty.
Faculty Service Areas. (1) Faculty Service Areas (FSAs) will become operative only in the event of a layoff. A Faculty Service Area is defined as a service or instructional subject area or group of related service or instructional areas performed by or taught by faculty.
(2) For purposes of this Section, a Faculty Member will be considered competent to render a service (defined as teaching, counseling, nursing, coaching, or service as a disabilities specialist, librarian or coordinator) if he or she is competent in one or more FSAs.
(3) Except as provided in subsection (a)(4), a Faculty Member will be deemed qualified and competent in a Faculty Service Area if the Faculty Member either:
(i) holds a valid teaching credential in that discipline, OR
(ii) meets state minimum qualifications in the discipline, except for biological sciences where the local qualifications will be used, OR
(iii) has been granted an equivalency in the discipline in accordance with procedures established by the equivalency policy and adopted by the Board of Trustees.
(4) In the following FSAs (office technologies, computer information systems, studio art, commercial art, dance, drama/theater arts, instrumental music, vocal music, learning skills) specialized skills are required. Verification of such skills will be done by a committee consisting of the ▇▇▇▇ of the Division or designee, Federation designee from outside the discipline and two (2) tenured Faculty Members selected by Faculty Members in the discipline with three of the four Faculty Members agreeing that the requisite skills have been demonstrated. Demonstration of skills may be by documented work experience or portfolio or performance. If a sufficient number of tenured Faculty Members are not available, the Federation and District will jointly select alternate Faculty Members.
(5) Each Faculty Member will be assigned one or more FSAs at the time of initial hire.
(6) A Faculty Member, including those in their first year of employment, may apply for additional FSAs if they meet the qualifications and competency requirements. All applications for additional FSA(s) will be made to Human Resources by January 15 of each year and a determination will be made prior to April 1 of that year. The record of assigned FSAs will be maintained in the Faculty Member's personnel file.

Faculty Service Areas. Section 17.1. In accordance with the provisions of Education Code Section 87743 et. seq. for the purposes of determining order of layoff in case of a reduction in force, all Faculty Members shall be assigned to a single FSA which shall be designated as College of the Desert Faculty.
Section 17.2. In the event of a reduction in force, seniority shall be determined solely by hire date in the full time position; time teaching within a particular discipline shall not be a consideration.
Section 17.3. In the event of a proposed reduction in force, faculty members with the same initial date of service shall have their seniority number determined by lottery, which shall be conducted in the presence of at least two (2) Association representatives. Once the lottery is used to determine a unit member's seniority, that seniority shall remain in effect while in the service of the District.
Section 17.4. In the event of a reduction in force, Members of the College of the Desert Faculty FSA may request assignment to any discipline for which the Faculty Member (a) was originally hired to teach at College of the Desert (b) meets minimum qualifications as published in the most recent edition of Minimum Qualifications for Faculty and Administrators in California Community Colleges (c) holds a lifetime California Community College teaching credential or (d) for which College of the Desert has granted an equivalency.
Faculty Service Areas. An FSA ("Faculty Service Area") is defined as "a service or instructional subject area or group of related services or instructional subject areas performed by faculty and established by a community college district." (Cal Ed Code § 87743.
1.) The function of FSA's is to provide a rational and workable framework within which retreat rights, seniority rights, and bumping rights can be exercised by faculty in the event of a layoff, reduction in force, or reduction in services. The FSA's for the District are established according to the Disciplines List contained in the latest "Minimum Qualifications for Faculty and Administrators in California Community Colleges," issued by the California Community Colleges Chancellor's Office (CCCCO). A copy of the latest CCCCO Disciplines List shall be maintained in the Human Resources office.
Faculty Service Areas. 10.1 FACULTY SERVICE AREAS A faculty member shall be considered both qualified and competent to serve in an FSA if:
(a) He/she meets the minimum qualifications pursuant to Section 87356 of the Education Code to teach the subject and/or a discipline within a service area; or
(b) He/she has been grandparented by possessing a valid California Community College credential authorizing service in a subject and/or discipline within the service area. Holders of Standard or General Secondary must meet the requirements listed in (a) above. In areas affected by external accreditation agencies (such as nursing, pharmacy technology, legal assistant, etc.) or contract schools or agencies (such as cosmetology, court reporting, dental technician, etc.) – in addition to either (a) or (b) above – the faculty member must meet the qualification and competency requirements defined by the external agency.
Faculty Service Areas a. California Ed Code § 87743.1 defines Faculty Service Areas (FSAs) as “a service or instructional subject area or group of related services or instructional service areas performed by faculty and established by a community college district…”. For purposes of this agreement, shall be the “Disciplines and Areas” established by the California Community College Chancellor’s Office and any disciplines established locally at the District.
b. Each full-time faculty member shall qualify in one or more FSA at the time of initial employment.
c. Initial placement in an FSA or FSAs shall be based on one or more of the following:
(1) possession of the appropriate degree and/or experience for the specific discipline represented in that FSA, as provided for in the minimum qualifications list established by the California Community Colleges Chancellor’s Office; or
(2) possession of a valid California Community College Credential in the occupational discipline; or
(3) possession of a valid California Community College Credential and a bachelor’s degree in the academic discipline; or
(4) possession of a Lifetime California Credential for the discipline of the FSA; or
(5) granting of equivalency in the discipline as determined through the hiring process.
Faculty Service Areas. Faculty Service Areas (FSAs) in the SMCCCD will correspond to the Disciplines List as approved by the Board of Governors. The term “competence,” as related to Faculty Service Areas, will be defined as meeting the minimum qualifications approved by the Board of Trustees.

15.1.2 Faculty means those full-time probationary or tenured employees who are employed in positions that are not designated as supervisory or management for the purposes of §3540-3549 of the Government Code and for which minimum qualifications for hire have been specified in the regulations of the Board of Governors adopted pursuant to subdivision (a) of 87356 of the Education Code. Faculty include, but are not limited to, instructors, librarians, counselors, instructional specialists, nurses, disabled student programs and service professionals, extended opportunity programs and services professionals, and individuals employed to perform a service that, before July 1, 1990, required non-supervisorial, non-management, certification qualifications.

B. Faculty service areas will be the same as the disciplines as established by the State Academic Senate for the California Community Colleges.
