Federation Matters. Section 1. Federation Leave - No more than two (2) teachers who are elected or appointed to full-time positions with the local Federation, the American Federation of Teachers Pennsylvania, American Federation of Teachers AFTPa/AFT or its affiliates, will, upon proper written application countersigned by the Federation President, be granted a leave of absence for the purpose of accepting such position for a semester or consecutive semesters, not to exceed the tenure of such position with the Federation. Application for any such leave must be submitted no later than thirty (30) days prior to the first day of work of the semester. (a) Teachers granted such leaves shall retain all fringe benefits as though they were in regular service, except that there shall be no accumulation of additional sick or personal leave. Such teachers shall also accrue seniority for salary increments and all other purposes as though they were in regular service. Teachers who return from Union leave shall be reinstated to their former position in the same way as any other teacher returning from a leave of absence. (b) The Federation shall reimburse the Board monthly for all salary costs, benefit costs, and other employment costs incurred by the Board in making available the leaves provided for under this Section. (c) In addition to the leave provided for in this Section, the New Castle Federation of Teachers is permitted a total of twelve (12) days for use by authorized Federation representatives to attend meetings of the New Castle Federation of Teachers, the American Federation of Teachers Pennsylvania, or the American Federation of Teachers. The Federation will reimburse the District for the daily rate paid a day-to-day substitute before the teacher is paid for the day or days of leave. The Superintendent shall be notified in writing by the Federation President at least five (5) days in advance of the use of any such day or days by an authorized Federation representative.
