Initiation of Request. A request under this Agreement may be made by a Point of Contact after one of the following occurs: a. After a declaration of a local state of Disaster pursuant to Chapter 418 of the Texas Government Code, as amended; or b. After a finding of an Emergency as defined in this Agreement.
