The Institutional and Capacity Building clause outlines the obligations and mechanisms for strengthening the skills, systems, and structures of the parties involved in an agreement. For example, it may mandate workshops, knowledge transfer sessions, or the development of management systems. Institutional and Capacity Building. Carrying out a program of activities to: (a) enhance national veterinary and animal health policy and regulations to meet international benchmarks, through: reviewing and identifying priorities of policies and legislations on animal health and animal welfare, and developing relevant policies and regulations as required; (b) increase the knowledge and skills of veterinarians and veterinary paraprofessionals through: institutionalizing training system, building capacity of technical staff, developing training materials, and delivering trainings; and (c) monitor and review on-going veterinary services through: providing capacity building support to facilitate reviews on veterinary services carried out by World Organization for Animal Health, establishing an effective response mechanism to recommendations made following the said reviews; and providing technical assistance to GAVS in performing periodic reviews of the delivery of veterinary services.
