Justification. For national interest. According to the section 4 of the State-owned Economic Enterprises Law (SEEs), the Government may, by notification, permit in the interest of the Union of Myanmar any economic enterprise which is prescribed under the Section 3, to be operated solely by the Government to be carried out by joint-venture between the Government and any other person or any other organization or under conditions by any person or any economic organization subject to conditions.

Justification. The FCC has directed USAC to develop and implement the National Verifier. The National Verifier determines eligibility for the Lifeline program and periodically recertifies the eligibility of such individuals. The National Verifier also will be used to determine subscriber eligibility for other FCB programs and may be used to periodically recertify the eligibility of such individuals as well. HUD administers a number of rental housing assistance programs, collectively described in this CMA as “Federal Public Housing Assistance,” which is a qualifying eligibility program for all FCB programs.

Justification. May not need to reserve for use of domestic citizens as it may not allow the export in the future.

Justification. For fishing of marine fish, prawn, and other aquatic organism, different treatment is given to Myanmar citizens according to the provisions of the Myanma Marine Fisheries Law (1990)

Justification. After providing written notice to the Recipient, the Recipient agrees that the Federal Government may suspend, suspend then terminate, or terminate all or any part of the federal assistance for the Award if: (1) The Recipient has failed to make reasonable progress implementing the Award; (2) The Federal Government determines that continuing to provide federal assistance to support the Award does not adequately serve the purposes of the law authorizing the Award; or (3) The Recipient has violated the terms of the Underlying Agreement, especially if that violation would endanger substantial performance of the Underlying Agreement.

Justification. All Requests for Change Orders shall include an attachment containing a detailed narrative justification therefor, describing the circumstances underlying the proposed change, identifying the specific provision(s) of Section 10 which permit a Change Order to be issued, and describing the data and documents (including all data and reports required under Section 10.9) which establish the necessity and amount of such proposed change.

Justification. Exploitation of natural resources with high technology to preserve the environment and natural resource.

Justification. The FCC has directed USAC to develop and implement the National Lifeline Eligibility Verifier (National Verifier), including the National Lifeline Eligibility Database. The National Verifier will be used to determine eligibility for and enroll eligible individuals into FTB programs. TN DHS administers SNAP, which is a qualifying eligibility program for FTB programs.
