Laborer Upgrade. An employee having worked four continuous years as a laborer may elect within thirty (30) days of such fourth (4th) anniversary to move to the operator classification. If such an employee does not elect upon the employee’s fourth (4th) anniversary as a laborer to move to the operator classification, the employee shall nevertheless retain the right to bid on a posted operator position. Should an employee who has elected the operator classification be unable to perform the operator job duties within thirty (30) days, the employee shall be returned to the laborer classification and rate of pay.

Laborer Upgrade. An employee having worked four continuous years as a laborer in the same department will be promoted may elect within thirty (30) days of such fourth (4th) anniversary to move to the operator classification. If such Such an employee does may elect not elect upon the employee’s fourth (4th) anniversary as a laborer to move to the operator classification, the classification by completing a Laborer Upgrade Refusal Form and turning it in to Human Resources at least thirty (30) days before such fourth year anniversary. The employee shall nevertheless retain the right to bid on a posted operator position. Should an employee who has elected the operator classification be unable to perform the operator job duties within thirty (30) days, the employee shall be returned to the laborer classification and rate of pay.
