LAY-OFFS AND RECALLS. (a) Although the Board does not desire to reduce the work force or hours of work, it is recognized that circumstances may require such action. In making such reductions, the Board and the Union will consult to ensure that such actions are orderly and taken so that seniority is applied. Prior to any lay-offs or reduction in hours of work of regular employees, the Board will consult with the Union through the Union Executive (Cowichan Unit).
