Modifications Must Be in Writing. Subject to Section 22.4 (Service Agreement Amendments), any modification, alteration, amendment, change, or extension of any term, provision or condition of this Service Agreement permitted hereunder, including as a result of Uncontrollable Circumstances as and to the extent provided in Article 19 (Uncontrollable Circumstances), shall be made by a written Contract Amendment signed by the DBOM Contractor and the BWS, provided that Change Orders shall be made in accordance with subsection (C) (Change Orders) of this Section. Any adjustment in the Fixed Design-Build Price or the Service Fee made pursuant to this Section shall be determined as set forth in subsection (E) (Price Adjustment) of this Section or as negotiated by the parties.
