Multi-Source Recruitment and Selection System. If a promotion is to be made using the 20 State’s multi-source recruitment and selection system, selection shall be made from among 21 employees within the same seniority unit in which the vacancy exists, whose names are in 22 the applicant pool in the order of State Seniority, provided the senior employee’s ability and 23 capacity to perform the job are relatively equal to that of other applicants in the applicant 24 pool.
