Placement and Movement on the Salary Schedule. a. All new employees shall be placed on the Salary Schedule according to the terms and conditions of this Agreement. b. The Executive Director of Human Resources and Labor Relations or designee is authorized to credit for placement on the Salary Schedule past service of an applicant for employment in this District. In a position requiring specialized training, or one found to be difficult to recruit for, or when an applicant has highly desirable qualifications in excess of the minimum required, credit for experience may be given to the extent of placing the employee on a higher step, not to exceed step 3. c. An employee temporarily or permanently promoted to a position on a range higher on the Salary Schedule shall receive the salary of the newly assigned position. Credit will be granted for all time served in a temporary position when an employee is returned to his or her permanent position. An employee who is promoted or reclassified shall be placed on a step within the new range that is at least but not limited to 5% above the previous step of the lower range, but if the highest step on the range is less than 5%, the employee will receive the highest step. An employee who is demoted for cause, or accepts a voluntary demotion, or is otherwise transferred to a position having a lower range on the Salary Schedule shall receive the salary on the lower range to which the employee would be entitled if credited for experience and service in the employ of the District. d. On recommendation of the supervisor, an employee shall advance one (1) step within his/her salary range effective as follows: i. Employees shall be eligible for a step increase on their anniversary date. Their anniversary date is on the first day of the month following twelve (12) months of service in the position and this day and month, yearly, thereafter. ii. Unless the employee receives or their supervisor indicates that they will receive an unsatisfactory performance evaluation, the employee will move to the next step. e. If an unpaid leave exceeds ninety (90) calendar days in a fiscal year, the entire leave is added to the waiting period for the next step. The date for subsequent step increases for Steps 1 through 5 is then changed to the new extended date.

c. When an existing employee is promoted or demoted, they will be placed as follows:
i. An employee temporarily or permanently promoted to a position on a range higher on the Salary Schedule shall receive the salary of the newly assigned position. Credit will be granted for all time served in a temporary position when an employee is returned to his or her permanent position. An employee who is promoted or reclassified shall be placed on a step within the new range that is at least but not limited to 5% above the previous step of the lower range, but if the highest step on the range is less than 5%, the employee will receive the highest step.
ii. iii. In both of the above cases, longevity will be decoupled from the Salary Schedule and calculated on an employee’s placement on the Salary Schedule.

Placement and Movement on the Salary Schedule. a. All new employees will have initial salary placement at and advance through the steps on the salary schedule (Attached hereto as Exhibit “A“). In no event will salary placement be outside a step on the established salary schedule. Employees promoted to Lieutenant shall be placed at Step 3 on the Lieutenant salary range. Annually thereafter (i.e., the anniversary date), upon receipt of a performance evaluation of “meets standards” or better, the Lieutenant shall be eligible to receive a pay step increase until the Lieutenant reaches the top step of the salary range. The effective date of the step increase shall be the first day of the pay period following his/her anniversary date. A Lieutenant promoted to Captain who is at the top step of the Lieutenant salary range, shall be placed at the top step of the Captain salary range. A Lieutenant who is not at the top step of the Lieutenant salary and who is promoted to Captain shall be placed on the Salary Schedule according to the terms and conditions of this Agreement.

An employee who is promoted or reclassified shall be placed on a step within the new range that which is at least but not limited to 55.5% above higher than the previous step of the lower range, but if the highest step on the range is less than 5%, the employee will receive the highest step. An employee who is demoted for cause, or accepts a voluntary demotion, or is otherwise transferred to a position having a lower range on the Salary Schedule shall receive the salary on the lower range to which the employee would be entitled if credited for experience and service in is at on the employ Lieutenant salary range at the time of promotion. Annually thereafter (i.e., the anniversary date), upon receipt of a performance evaluation of “meets standards”, the Captain will receive a pay step increase until he/she reaches the top step on the salary range. The effective date of the District.
d. On recommendation of the supervisor, an employee shall advance one (1) step within his/her salary range effective as follows:
i. Employees increase shall be eligible for a step increase on their anniversary date. Their anniversary date is on the first day of the month pay period following twelve his/her anniversary date. An employee’s step increase may be withheld or delayed only if his/her overall performance is less than “meets standards” and his/her evaluation is given timely (12) months i.e., within one calendar week of service in the position and this first day and month, yearly, thereafterof the pay period following his/her anniversary date).
ii. Unless the employee receives or their supervisor indicates that they will receive an unsatisfactory performance evaluation, the employee will move to the next step.
e. If an unpaid leave exceeds ninety (90) calendar days in a fiscal year, the entire leave is added to the waiting period for the next step. The date for subsequent step increases for Steps 1 through 5 is then changed to the new extended date.
