The Preliminary Design Report clause requires the preparation and submission of an initial design document outlining the proposed approach, key design features, and anticipated challenges for a project. Typically, this report includes conceptual drawings, technical specifications, and a summary of compliance with project requirements, serving as a basis for further design development. Its core function is to ensure that all parties have a clear, documented understanding of the project's direction early in the process, reducing the risk of misunderstandings and facilitating informed decision-making before significant resources are committed.
Preliminary Design Report. (PDR). Prepare a preliminary design report which includes all design assumptions, materials and evaluation of alternatives for the project in a cost-effective manner. During the PDR development, the consultant shall keep City informed of the basic design decisions as they are made and shall seek the City's input. The consultant shall document all decisions in the report.
Preliminary Design Report. A Preliminary Engineering Report will be prepared for preliminary design, and the purpose of the report is to document the goals stated above. The report should also include as applicable: a narrative, applicable plans, survey, drainage report, a geotechnical report, preliminary cost estimate, and an environmental report. Three copies of the report will be submitted for review. Prior to completion of the PER, we will schedule an alignment meeting with Fort Bend County. We will provide a roll plot exhibit to the meeting for County review and discussion. At completion of the PER, a PER review meeting will be conducted by the design engineer and program manager. Preliminary Design Report. This task provides for development and preparation of the project Preliminary Design Report (PDR). The PDR will serve as the foundation for detailed design (Task 5) and will incorporate findings and recommendations from Task 2. The Feasibility Study indicated that, generally, the open field northwest of the existing Airport Reservoir (Reservoir A) is suitable for construction of a new tank of up to 2.38 MG (Reservoir B). This scope assumes that the findings of the geotechnical investigation (Task 2) do not significantly alter the conceptual design criteria presented in the Feasibility Study. The PDR will evaluate and make preliminary design recommendations for developing the new Zone 2 Reservoir B site including temporary and permanent site access, site security, land area required for both temporary construction and permanent uses, above and below grade piping, tank instrumentation and controls, tank mixing requirements, lighting, grading, drainage, and visual impacts. Storm runoff from the existing Reservoir A site is currently conveyed to riparian drainage channel(s) adjacent to the site and/or is collected onto other Airport/City property. This scope assumes that the existing storm drainage piping and riparian drainage channels have sufficient reserve capacity to receive additional runoff from the Reservoir B site, design of new storm drainage piping will not be required, and conveying storm runoff from the Reservoir B site in this way will not result in significant environmental impacts. If additional storm drain design or environmental impact support is required, an additional scope of work will be prepared as part of Optional Task 9 (Additional Permitting or Support Services). The PDR will include layouts for the Reservoir B site, including proposed improvements, piping alignments, and elevations and sections as appropriate to demonstrate design intent at this stage. The Feasibility Study determined that a circular prestressed concrete tank (AWWA D110) will be required to meet the geometric constraints of the proposed Reservoir B site and is the most cost-effective alternative; consideration of other tank types/materials and preparation of a life-cycle cost estimate is excluded from this task. Preliminary Design Report. Prepare a Preliminary Design Report: The consultant shall establish and indicate project specific design criteria and standards within the Preliminary Design Report (including ADA requirements). The consultant shall submit all design assumptions for pipe sections, water, sewer, and storm sewer locations, pavement sections, etc. The Consultant shall include design life, design criteria, and reference of design resources. The Consultant shall use the City Infrastructure Design Criteria Manual to establish design criteria and standards. The Preliminary Design Report shall evaluate and recommend either a full reconstruction or a pavement rehabilitation of the streets in the project area; based on the Project geotechnical report, preliminary horizontal and vertical alignments for utilities, roadways, project phasing and limits, and other public improvements. Establish pipe sizes, lane configurations, drainage system capacity, complete water quality assessment, etc. Provide justification for the facility and analysis of alternatives. The project’s geotechnical report shall be included within the Preliminary Project Design Report and include soil classifications, N values, water levels, proctors, CBR’s, resistivity tests, pavement design, and testing recommendations. The Consultant shall elaborate on other project components as necessary. A probable opinion of construction costs for the project(s) shall be included. The costs shall be itemized based on the City’s standard bid items and appropriate contingency item allowance. The consultant shall establish and indicate project specific design criteria and standards within the Preliminary Design Report. Use the City Infrastructure Design Criteria Manual to establish design criteria and standards. The Preliminary Design Report shall provide review of compliance with City’s Standard Specifications for construction of the project(s). Identify the existing right-of-way (ROW) location and any ROW or easements necessary for the Project. Include size and extent of such ROW and easements and contact information of property owners. Identify all non-conforming water and sewer service lines and include a map showing a proposed solution to making them conform with the City’s current standards. Submit one (1) copy and a PDF version of the Preliminary Design Report and preliminary plans and specifications to City of Rapid City’s project manager for review and comment.

Responses to this inquiry may or may not have influence on decisions as to the preferred route. The responses will be compiled into an Environmental Assesssment. Our findings, conclusions, and recommendations will be compiled in a preliminary Design Report. The Design Report will be updated and refined throughout the design process and is intended to be submitted to DEQ when complete. Design Report will contain conceptual P&P sheets, preliminary Geotechnical report, preliminary potholing plan (see phase II), etc. Sunrise will schedule and prepare agendas for meetings as needed and in accordance with the City’s wishes. We have budgeted for project meetings every four weeks. The final meeting in Phase I– the 30% design review - will present and discuss the design report, recording feedback and concerns. Meeting minutes will be distributed following the meeting.

Drawings provided under Task 2.1 will be included as well as the design criteria, pro/con tables for compared manufacturers, construction and design schedule and options to accelerate the schedule, phasing constraints, draft operational strategy, and an opinion of probable project cost.
