Preliminary Engineering Design. During the Preliminary Engineering Design Phase, the HVAC Group will prepare the following documents: HVAC Design Basis #7 HVAC system zoning and room pressurization plans HVAC air flow diagrams and sketches HVAC equipment and utility list HVAC preliminary duct routing plans. Preliminary Engineering Design. Geosyntec will assume that a 300-acre suitable development site exists in Escambia County meeting FDEP Class I landfill siting criteria. The landfill footprint should be able to accommodate a minimum of 25-years of disposal capacity. Based on our experience with the ECWSD Perdido Landfill (300+ acre site, 120 acres of disposal footprint), this is likely to be close to 100 acres of disposal footprint. Geosyntec will also assume a relatively flat topography and rectangular geometry for the parcel footprint for purposes of estimating disposal volume. Geosyntec will prepare a conceptual drawing set, consisting of up to four sheets (10% design level) to depict proposed landfill cell areas, conceptual waste fill grading plan, stormwater management ponds, leachate management areas and additional landfill infrastructure including gas piping, leachate forcemain piping, groundwater monitoring well network, and internal roadway network.

The preferred alternative is anticipated to consist of Articulated Concrete Block Mat (ACBM) placement (or equivalent product) along the inner harbor shoreline, an artificial reef system, a rock breakwater system, a groin, beneficial use ▇▇▇▇▇ area, and vegetated slope protection along the Harbor peninsula shoreline. The preferred concept selected from Task 3 will be developed to a preliminary (30% design) level. The proposed rubble mound and groin cross-section geometry and orientation will be sized for stability during a 25-year event. The cross-section(s) will be developed based on the stable stone size and coastal processes. The proposed beneficial use ▇▇▇▇▇ area will be designed to integrate into the existing shoreline behind the area of protection. Numerical modeling will be conducted to inform the design of the proposed structures. Provider will utilize modeling results from Task 3. Extreme storm wave conditions are required for use in development of the design of coastal structures. A numerical wave model (SWAN, or similar) will be developed to simulate wave generation and transformation to the project shoreline, and wave analysis will be conducted to develop a statistically representative characterization of the wave climate that drives shoreline morphology. Waves from extreme storm events will also be generated at the project. We assume that extreme storm of a 25-yr return period will be evaluated. Provider will develop a preliminary opinion on probably construction cost for capital and maintenance requirements. Preliminary level plans will be developed for the preferred alternative designs. The results of this preliminary design will be developed into a technical memorandum and presentation. Provider will hold a video conference call with the GLO and project partners to discuss the results.

Preliminary Engineering Design. The Plant Engineering Group will provide valve and specialty item take-offs from the P&ID's to support the cost estimate. These materials, in conjunction with the material take-offs for piping provided by the Plant Design Group, will be priced by the Plant Engineering Group to provide a total installed cost for the piping systems on the project. The Plant Engineering Group will develop the required piping specifications to support the project scope and form a basis of the cost estimate. In addition, they will also provide the necessary input of the piping material and specialty materials data into the electronic 3D Cad Model database and validate that the materials database is complete, correct and current over the life of the Project.
