Preliminary Engineering Report. This task includes defining and clarifying Owner’s requirements for the Project, including design objectives and constraints, space, capacity, and performance requirements, flexibility and expandability:  Utilizing the wastewater treatment facility recommendations from the 2018 Wastewater System Master Plan, review the recommendations and design parameters with the Town.  Consult with and analyze requirements of governmental authorities having jurisdiction to approve the portions of the Project to be designed or specified by Barge. Conduct preliminary project meeting with Tennessee Department of Environmental and Conservation (TDEC) staff as required by state regulations.  Prepare a preliminary engineering report (PER) detailing the upgrades recommended. The report will, as appropriate, contain schematic layouts, sketches, and conceptual design criteria with appropriate exhibits to indicate the agreed to requirements, considerations involved, and Engineer’s recommended solution(s). The PER will conform to TDEC requirements.  Conduct review meeting with Town staff to review PER and obtain any feedback from the Town on the elements of the project.  Submit final PER to Town (PDF format and two hard copies).  Submit final PER to TDEC for regulatory agency review.

Preliminary Engineering Report. The Professional shall prepare one (1) PER for each Project Site. Each PER will include 30% design drawings and describe the scope of the project for final designs, permitting, constructability, OPCCs, and schedules. Each PER shall include project implementation, phasing and packaging for all portions of the project. NBU comments shall be collected in part during a 4-hour half day review workshop. The final PER for each Project Site will be submitted within 30 days of receiving comments from NBU.
Preliminary Engineering Report. The Professional shall prepare the PER as described in this Section, and in accordance with the timeframe described in the 30% preliminary design phase of Table 1. a) The Professional shall perform up to one (1) preliminary site visit to gather Project information. b) The Professional shall prepare a report describing the basis for the Project’s design and submit in accordance with Task 2, Section 5. The Professional’s report shall include an assessment of existing site conditions and engineering recommendations for the Project.
Preliminary Engineering Report. A Preliminary Engineering Report (PER) will be prepared for preliminary design, and the purpose of the report is to document the nine goals stated above. A digital copy in Adobe Acrobat format (PDF) of the PER will be required and shall be submitted to the Program Manager. Upon preliminary review and approval of the PER, the Design Consultant and Program Manager will conduct a review meeting to include key Fort Bend County staff. It is intended that all approvals or change requirements are given at this meeting, which shall be reflected in the final PER. For all new location projects and projects that require major alignment changes, an alignment meeting with Fort Bend County staff is recommended prior to the PER review meeting. The Design Consultant shall conduct the meeting and shall discuss the location of the proposed alignment as well as all pertinent items that have impacts on the alignment. Also, the Design Consultant is to bring a roll plot exhibit to the meeting. The exhibit should include the ultimate configuration (dashed) to confirm that it fits within the proposed ROW. Refer to Chapter 3 – Roadway for ultimate configuration description.
