Project Design and Implementation. Research on CSEC specifically is primarily centered within the literature on delinquency and crime (▇▇▇▇▇▇▇ and ▇▇▇▇▇▇▇▇▇ 2014, ▇▇▇▇▇▇ 2012, ▇▇▇▇▇▇ 2001, Flowers 2001, ▇▇▇▇▇▇▇▇▇-▇▇▇▇▇▇▇▇▇ 2013, ▇▇▇▇▇▇ ▇▇▇▇, ▇▇▇▇ 2011, ▇▇▇▇ and ▇▇▇▇▇▇▇ 2013), while research on exploitation and vulnerability is discussed in more critical sociological theory (▇▇▇▇▇▇▇ 1987, ▇▇▇▇▇▇▇ and ▇▇▇▇▇▇▇▇▇▇▇▇▇ 2005, ▇▇▇▇▇▇-▇▇▇▇ 2013, ▇▇▇▇▇▇▇▇ 2005, Omi and ▇▇▇▇▇▇ 2014), as I discuss extensively in Chapter 2. Existing theories, many within the larger frames of general strain theory, social disorganization theory, or theories of hegemonic masculinity and racial domination, posit the importance of a variety of social phenomena on the prevalence of CSEC. This dissertation represents one of the first attempts to apply theories of system avoidance and bare life to a systematic analysis of quantitative data. Relying on a comprehensive dataset which includes a measure of CSEC that I developed for this project as well as data on state policy, police activity and local demographics, I address the following research questions: 1. How prolific is the commercial sexual exploitation of children in the United States today? 2. Do community CSEC rates differ in response to the degree of carceraity experienced through the criminal justice and immigration control systems? 3. How are these relationships influenced by the relative stringency of legislation to decrease sex trafficking and the presence of presumably vulnerable runaway youth. 4. Does any relationship between criminalization and CSEC remain once the effects of those dynamics posited to affect the prevalence of CSEC in existing theory are considered? I begin the dissertation by elaborating thoroughly upon the theories of criminalization and repression in the neoliberal state that frame my research, explaining how scholars have built rich conceptual leverage through which to understand the role of state policy in the commercial sex market for underage girls. I move to a review the extant literature on this market, often treated under the rubric of sex trafficking, and treat possible alternative explanations for the phenomenon, before discussing how this dissertation represents a contribution to this literature. I then detail the methods and data that I use in my investigation, before presenting the research findings. Project Design and Implementation. In general, design plans should emphasize sustainable landscape practices including wise species selection and placement that help reduce the need for costly inputs of supplemental water, fertilizers, pesticides, and difficult maintenance practices. NSA will review design plans and/or species lists and offer suggestions for changes. Landscape planting is most successful when good stock and proper planting methods are used. The following are specifications and guidelines required by NSA for purchasing and planting the most common types of landscape plant material (trees, shrubs, and herbaceous plants). Minimum quality specifications for all nursery grown plants shall be the specifications contained in American Standard for Nursery Stock, specifically ANSI Z60.1, as adopted by the American Association of Nurserymen. All plants shall be free of diseases, noxious weeds, and damaging insects. All plants shall be subject to the laws and regulations of the State of Nebraska and shall be identified by plant names approved by NSA. Projects are strongly encouraged to investigate the source of nursery stock. Stock grown in Nebraska may be best adapted to Nebraska sites. Species selected for planting shall be adaptable to Nebraska, and the NSA reserves the right to approve species selections and sizes. NSA highly recommends that trees originate from nurseries in the north central part of the United States as indicated by Figure 1.All plants shall be packed and shipped from the supplier in a manner that protects the plant against drying, freezing, breaking or other injury. Bare-root plants shall be packed in moist packing material and bundled to ensure against heat or mold damage. Plants shall be protected against the elements while in transit and shall be thoroughly inspected before acceptance. The project coordinator or individual(s) responsible for ordering plant material shall contact the nursery supplying the order to ensure compliance with these standards. Figure 1 - Recommended nursery source zone. Planting Seasons: Spring and fall are the best times to plant most landscape plants in Nebraska. Planting can occur into winter if the ground is workable and plants are properly protected. Planting should not occur and will not be approved without permission for any time during July and August. Project Design and Implementation. Project design and implementation are discovery processes that result in continuing adjustments and changes. As project knowledge increases and the design matures, the need for different solutions often becomes apparent and designs and mitigation measures change in response. Therefore, the design is not considered “final” until the project is placed under contract. Even then, some modification, consistent with the environmental documents and within the scope and parameters of the design guidelines, may be dictated by on-site conditions. Applicants should describe how they will complete the deliverables stated in the Goals, Objectives, and Deliverables section on page 5. NIC encourages applicants to select evidence-based practices for their programs. Logic model. Applicants should include a logic model that graphically illustrates how the performance measures are related to the project’s problems, goals, objectives, and design. Applicants should submit the logic model (sample here) as a separate attachment, as stipulated in Additional Attachments.

  • Project Design Applicants must design a project that provides access to health services to enable eligible women and men experiencing health needs to secure and maintain safe and accessible quality screening and diagnostic services, comprehensive family planning, and/ or other women’s health services. A. Applicants are encouraged to emphasize the following components in the design of their projects. Projects must: 1. Use a collaborative approach to maximize existing community resources and avoid duplication of effort; 2. Enhance systems and local processes to make it easier for people to transition to, from, and between services; 3. Address barriers to ensure services are accessible to people regardless of setting or location; and 4. Promote improvement and positively impact health and well-being through coordinated service delivery. B. To be effective, services and activities provided or made available as part of the Proposed Project should have policies and procedures in place and include with the application as an attachment that: 1. Delineate the timely provision of services; 2. Deem Client eligibility and service provision as soon as possible and no later than 30 calendar days from initial request; 3. Require staff to assess and prioritize Client needs; 4. Implement with model fidelity to an evidence-based program or based upon best available research; 5. Plan in partnership with the person and are inclusive; 6. Provide in an environment that is most appropriate and based on a person’s preference including reasonable clinic/reception wait times that are not a barrier to care; 7. Provide referral sources for Clients that cannot be served or receive a specific service; 8. Are culturally and linguistically sensitive; 9. Tailor services to a person’s unique strengths and needs; 10. Manage funds to ensure established Clients continuity of care throughout budget year; 11. Continue to provide services to established Clients after allocated funds are expended; 12. Have processes to identify and eliminate possible barriers to care; 13. Do not deny services due to inability to pay; 14. Have appropriate key personnel and required staff to meet the medical and health needs of Clients; 15. Bill services appropriately and timely through TMHP; 16. Effectively communicate and document information related to health care needs with next steps available to Client; 17. Establish outreach and education plan for the community; and 18. Outline successful delivery of direct clinical services to Clients By submitting an Application under this RFA, the Applicant certifies that Applicant has or will have at time of grant award services, policies, or procedures that conform with the requirements in this section as applicable. HHSC, in its sole discretion, may request to review relevant documentation during the project period as necessary to ensure program fidelity.

  • Installation, Maintenance, Testing and Repair Unless otherwise agreed in writing by the Parties, to the extent required by Applicable Law, Interconnection provided by a Party shall be equal in quality to that provided by such Party to itself, any subsidiary, affiliates or third party. If either Party is unable to fulfill its obligations under this Section 14.2, it shall notify the other Party of its inability to do so and will negotiate alternative intervals in good faith.
