Qualifying Criteria. Information submitted for the qualifying criteria will be evaluated to determine if the quote meets the definitions below in order to “pass.” If the offeror fails any of the qualifying criteria, they will “fail” to qualify (i.e. be determined ineligible for award as a deficiency).
