Records of Proceedings. The minutes of the governing board and all committees with board delegated powers shall contain:
a. The names of the persons who disclosed or otherwise were found to have a financial interest in connection with an actual or possible conflict of interest, the nature of the financial interest, any action taken to determine whether a conflict of interest was present, and the governing board's or committee's decision as to whether a conflict of interest in fact existed.
b. The names of the persons who were present for discussions and votes relating to the transaction or arrangement, the content of the discussion, including any alternatives to the proposed transaction or arrangement, and a record of any votes taken in connection with the proceedings.
Records of Proceedings. The minutes of the Steering Committee and all subcommittees with Steering Committee- delegated powers shall contain --
1. the names of the persons who disclosed or otherwise were found to have a financial interest in connection with an actual or possible conflict of interest, the nature of the financial interest, any action taken to determine whether a conflict of interest was present, and the Steering Committee’s or subcommittee’s decision as to whether a conflict of interest in fact existed.
2. the names of the persons who were present for discussions and votes relating to the transaction or arrangement, the content of the discussion, including any alternatives to the proposed transaction or arrangement, and a record of any votes taken in connection therewith.

1. The name(s) of the Board member(s) who disclosed or otherwise were found to have a financial, professional or personal interest in connection with an RPF, the nature of the interest, any action taken to determine whether a conflict of interest was present and the Board’s decision as to the suitability of the disclosing member to vote on the matter.

Proceedings of all St. Louis Virtual Campus Governing Board activities are to be recorded in accordance with the provisions of the Missouri Open Meetings Act, § 621.010 et seq. Mo. Rev. Stat., and other applicable federal and state laws. The Secretary of the Governing Board is the custodian of St. Louis Virtual Campus records. Records and copies of all business conducted at official meetings will be made available to each District for further distribution as warranted. The Secretary will be responsible for disseminating the Governing Board meeting minutes to each District.
