From January 2005-January 2012 he worked at the Foresight Horizon Scanning Centre at the Government Office for Science. As well as Technology and Innovation Futures, he ran projects such as International Futures and The Future of World Trade, on behalf of government departments. ▇▇▇▇ was responsible for the commissioning and editing of the Sigma Scan (▇▇▇.▇▇▇▇▇▇▇▇▇.▇▇▇), a repository of horizon scanning articles relevant to public policy. He conceived and edited the global trends report Dimensions of Uncertainty, and published a Guidance note on scenario planning in government.
