References to Standards. All references to standards, express or implied, including to standard specifications, manuals, codes of any technical society, organization or association, or laws or regulations of any governmental authority, shall mean the latest standards in effect in the Site’s jurisdiction, occurring on the first published date of any solicitation document, except as may be otherwise specifically stated.
