Route Assignments. 1. A route selection meeting for the following school year will be scheduled by April 30th of the current school year, to be held no later than one week prior to the start of the new school year, on a date mutually agreed by the parties, for selection of regularly scheduled routes by seniority. All regularly scheduled routes in operation, including estimated times, which includes preparation time, as defined in Article XIII, 2.A. shall be posted for selection not later than the Friday preceding the route selection meeting. The most senior employee shall have first choice of assignment to a regular scheduled route. Selections shall continue in order of the next most senior employee until all regularly scheduled routes have been assigned. Approximate student print-out will be provided at the route selection meeting. It will be the responsibility of each driver to update these print-outs before the re-bidding process. Drivers will be paid up to three hours pay for attendance at the annual mandatory route selection meeting. Pay will be for the Supervisor’s meeting, route selection and other duties. After the supervisor’s meeting, once a driver has selected a run they may be excused by the supervisor and will sign out for pay purposes. Driver attendance after three hours, to select a route, will be voluntary and without pay. 2. There shall be no bumping of routes during the school year, unless expressly stated elsewhere in this Agreement. When a vacancy in the Transportation Department occurs, the following procedure will be followed; A meeting notice will be posted in the Transportation Department for five (5) working days on the Union bulletin board. This notice will serve to make all bus drivers aware of the vacancy so that anyone interested may attend the assignment meeting. All interested bus drivers will attend the assignment meeting and bid on the first vacancy by seniority. After the first vacancy is filled, any subsequent vacancies will be filled by the employees at the assignment meeting. After the vacancy (ies) has (have) been filled, the final vacancy will be posted. An employee whose route is eliminated or downgraded during the school year by a reduction of 30 minutes or more of driving time shall be allowed to bump any driver with less seniority in order to be assigned a route. A route which is increased by thirty (30) minutes or more of driving time shall be open for bid to more senior drivers. This will be handled in the same ▇▇▇▇▇ as outlined above. Route changes shall not be official until the entire chain of changes has been determined. Changes occurring prior to re-bidding will not be bid until the last Friday of September. After the route selection meeting, any new run, re-designed run or a run removed from a package (for whatever the reason), the supervisor, with the efficiency of the department in mind, will select those drivers who have enough time on their package to do the work and offer it to them by seniority. This could result in the least senior driver being assigned the work. 3. The Board reserves the right to make any changes in routes, stops, length and number of runs and routes as necessary, for the efficient operation of the transportation system in order to meet requirements and/or needs of the district. Management reserves the right to assign buses for mileage or business reasons only, and may not change assignment for arbitrary or capricious reasons. 4. In an emergency, the Transportation Supervisor may place an employee on temporary assignment of up to 25 working days in a vacant or newly established route. In the event that it is not mutually agreeable to extend the temporary assignment, the employees shall revert to their former route. 5. All passenger transportation for the school district shall be done by bargaining unit employees except as follows: a. Privately owned or leased vehicles provided by volunteers without additional compensation for the driver. b. School-owned or leased vehicles other than buses or vans carrying less than nine (9) passengers on trips without additional compensation for the driver. c. Transportation Supervisor, Dispatchers, Bus mechanics or helper, on an ad hoc basis. d. Non-bargaining unit substitute drivers when substituting for an absent bargaining unit member. 6. The route of a driver who is granted a leave of absence which will result in his/her absence of forty-five (45) working days in the school year shall be posted as a vacancy and bid according to the procedures of sub-section 2 hereinabove. a. An employee who is unable to drive due to a doctor’s statement, will be granted a medical or Workers Comp leave. If a driver starts the year and has chosen a package and goes on a medical leave and returns during the same year, that driver will be allowed to have the least senior driver’s package that will maintain the benefits (Insurance or TSA) he/she had when their medical leave started. A driver not starting the school year but returning from a medical or Workers Comp leave by the re-bid date will be allowed to take any package based on seniority.

Route Assignments. 1. A route selection meeting for The Board shall make up the following bus runs and shall decide which buses shall be assigned to which runs. 2. All drivers returning to work at the beginning of the school year will be scheduled temporarily assigned to the same run(s) that they were assigned for the prior year, provided that the run is still required by April 30th the Board. After the Board has made the aforementioned decisions, at the annual in-service, drivers will bid their desired route assignments according to seniority. Each route shall contain the approximate number of students, miles, hours, and destinations. The time and place for the bidding will be posted two weeks prior to the meeting. Drivers will be paid for this meeting provided they are in attendance for the entire meeting. The Board will be allowed five working days to implement the results of the current school yearbidding process. The Board, to be held no later than one week at its discretion, may change the buses and bus stops, prior to the start of the new school year, as it may decide is in the best interest of the School District and to conform to law. The period following the start of the student's school year and the second Friday in October will be a period in which runs/times may be adjusted and/or confirmed. 4. Drivers will be assigned Special Education runs on a date mutually agreed by the parties, for selection basis of regularly scheduled routes by seniority. All regularly scheduled routes Drivers newly assigned to Special Education runs shall serve a 90-day trial period in operation, including estimated times, which includes preparation time, as defined that assignment. Drivers unable or who are unwilling to continue in Article XIII, 2.A. a Special Education run assignment shall be posted for selection not later than the Friday preceding the route selection meeting. The most senior employee shall have first choice of assignment returned to a regular scheduled route. Selections shall continue in order their former runs if so directed or requested within 30 days of the assignment, or the next most run available or to the least senior employee until all regularly scheduled routes have been assignedrun. 5. All drivers will be paid layover time between runs when the layover time is normal and regularly scheduled up to three hours 30 minutes. Drivers will also be paid for such layover time if due to unusual or abnormal circumstances such as adverse weather conditions, traffic problems and so forth, but an employee would not receive pay for attendance such layover time if not attributable to any such factor. 7. Vocational Education runs may be included in a regular run package at the annual mandatory route selection meetingdiscretion of the Supervisor-Designee. 8. Pay All runs established by the Board shall consist of a fifteen (15) minute (a.m. /p.m.) pre-trip inspection in addition to the actual run time. If the Union ▇▇▇▇▇▇▇ and Director of Transportation are unable to agree to a solution to the requested reviews, it shall be reviewed by the Superintendent. If an employee is experiencing problems in a position which the Superintendent or designee believes may be alleviated by a change in position, the supervisor, Superintendent or designee may involuntarily transfer the employee to a vacancy with the efficiency same amount of daily work time. Bus drivers electing to drive field trips/special runs will begin each signed list with an average of the last five (5) highest total hours. Trip hours will be calculated as follows: Trip time less run time equals trip hours. The trip with the highest hours will be assigned to the driver with the lowest total trip hours and continue in that order until all trips are assigned. If there is more than one trip with the same estimated trip hours, than the order of trip assignments will be by Day order. If more than one trip is equal in hours and on the same day, they will be assigned in order of athletic trips first. During field trips/special runs the fifteen (15) minute break shall occur during the time the driver is not responsible for students during trips. Special Education bus drivers shall be eligible for field trips/special runs only after the completion of their regularly scheduled run, however, when field trips/special runs are bid upon, special education drivers may take the next run on the rotation list for which they are available based upon their equalized hours. Bus driver who elect to meet requirements and/or needs of drive field trips/special runs on Saturday or Sundays, must work the districtentire scheduled day before, unless an exception is granted by the Superintendent-Designee. 2. Management reserves Two (2) equalization charts shall be maintained for determining eligibility for a field trip/special run assignment; one for Monday through Friday trips and one for weekend/holiday trips. 3. Time and one-half shall be paid for all time worked over eight (8) hours per day when approved by the right to assign buses Supervisor. Overtime will be paid for mileage or business reasons only, over 40 hours per week at time and may not change assignment for arbitrary or capricious reasonsone-half and on Saturday and double time on Sunday. Time worked shall mean when the driver is on assigned duty. 4. In When an emergencyemployee refuses to accept a field trip/special run assignment for any reason including being absent at the time runs are assigned, the Transportation Supervisor employee will be charged with the amount of hours for that run. If all employees refuse a particular trip, that person whose turn it was to drive shall accept the assignment or a substitute may place an employee on temporary be given the assignment at the discretion of up to 25 the Supervisor- Designee. Proof of the pre-arranged medical/dental appointment is required. Drivers accepting a fieldtrip/special run at the fieldtrip meeting will be allowed a one-time emergency to cancel taking the trip after it has been issued, and will be charged the hours for that trip. There after any issued trip that is canceled by the driver will be charged the trip hours plus receive a check mark and will not be eligible for trips for a period of one (1) week following the second canceled trip. Tack on work including vocational runs will be handed out on a rotating basis in seniority order. Special Education drivers will not be charged a refusal or be charged hours if the field trip/special run occurs during their former routeregularly scheduled workday. 5. All passenger transportation In the assignment of field trips/special runs, the drivers shall be given 48-hour notice, when possible. If a driver refuses any field trips/special runs and has less than 48 hours' prior notice of the trip, he or she will not be given a check mark or charged the amount of hours charged to the driver who is assigned the run. 6. Substitute drivers will not be included on the field trips/special runs list but will be used to fill in for drivers who are on field trips/special runs. Substitutes may be assigned special runs when all eligible drivers have refused a field trip/special run or in cases when an unforeseen combination of circumstances or the resulting state that calls for immediate action exists. 7. If a field trip/special run interferes with a driver's regular run in such a way that the driver to be assigned will work less hours for that day, the driver to be assigned will have the choice to accept or refuse the field trip/special run. If the run is refused, that driver will not have the trip time charged against him/her. When a trip is accepted, the driver will only be paid for the amount of time actually worked. 8. Bus drivers may only be required to drive school district buses used to transport School District children on a school-sponsored activity. 9. In cases where less than one-half (1/2) hour exists between a regular run, drivers' time shall be done by bargaining unit employees except as follows:continuous. a. Privately owned 10. When on field trip/special runs, drivers will park their bus in a place and manner to ensure the vehicle's safety. Drivers may not leave the bus or leased vehicles provided by volunteers the general proximity of the bus or leave the general area with the bus without additional compensation for first securing approval from the sponsor/chaperon of the activity. 11. Sponsors of field trips/special runs will furnish an admission ticket when needed at no cost to the driver. b. Only those persons authorized to participate in a given activity may ride a bus. After the Board has made the aforementioned decisions, at the annual in-service, drivers will bid their desired route assignments according to seniority. Each route shall contain the approximate number of students, miles, hours, and destinations. The time and place for the bidding will be posted two weeks prior to the start of the new school year, on a date mutually agreed by the parties, for selection of regularly scheduled routes by seniority. All regularly scheduled routes in operation, including estimated times, which includes preparation time, as defined in Article XIII, 2.A. shall be posted for selection not later than the Friday preceding the route selection meeting. The most senior employee shall have first choice of assignment to a regular scheduled route. Selections shall continue in order of the next most senior employee until all regularly scheduled routes have been assigned. Approximate student print-out will be provided at the route selection meeting. It will be the responsibility of each driver to update these print-outs before the re-bidding process. Drivers will be paid up to three hours pay for this meeting provided they are in attendance at for the annual mandatory route selection entire meeting. Pay The Board will be for allowed five working days to implement the Supervisor’s meetingresults of the bidding process. The Board, route selection at its discretion, may change the buses and other dutiesbus stops as it may decide is in the best interest of the School District and to conform to law. After The period following the supervisor’s meeting, once start of the student's school year and the second Friday in October will be a driver has selected a run they period in which runs/times may be excused by the supervisor and will sign out for pay purposes. Driver attendance after three hours, to select a route, will be voluntary and without payadjusted and/or confirmed. 2. There Drivers will be assigned Special Education runs on the basis of seniority. Drivers newly assigned to Special Education runs shall serve a 90-day trial period in that assignment. Drivers unable or who are unwilling to continue in a Special Education run assignment shall be no bumping returned to their former runs if so directed or requested within 30 days of routes during the school yearassignment, unless expressly stated elsewhere or the next run available or to the least senior run. 3. Regular drivers interested in this Agreement. When a vacancy in substituting on Special Education runs must sign up at the Transportation Department occurs, the following procedure will beginning of each semester and be followed; A meeting notice will be posted in the Transportation Department for five (5) working days placed on the Union bulletin boardapproved list to become a Special Education substitute driver. This notice will serve to make Drivers substituting on Special Education runs shall attend all bus drivers aware of the vacancy so classes that anyone interested may attend the assignment meeting. All interested bus drivers will attend the assignment meeting and bid on the first vacancy are provided by seniority. After the first vacancy is filled, any subsequent vacancies will be filled by the employees at the assignment meeting. After the vacancy (ies) has (have) been filled, the final vacancy will be posted. An employee whose route is eliminated or downgraded during the school year by a reduction of 30 minutes or more of driving time shall be allowed to bump any driver with less seniority in order to be assigned a route. A route which is increased by thirty (30) minutes or more of driving time shall be open for bid to more senior drivers. This will be handled in the same Oakland Schools and/or ▇▇▇▇▇▇▇ Schools. 4. Drivers will be paid a minimum of one (1) hour drive time per run assigned. All drivers will be paid layover time between runs when the layover time is normal and regularly scheduled up to 30 minutes. Drivers will also be paid for such layover time if due to unusual or abnormal circumstances such as outlined aboveadverse weather conditions, traffic problems and so forth, but an employee would not receive pay for such layover time if not attributable to any such factor. 5. Route changes shall not be official until the entire chain of changes has been determined. Changes occurring prior to reMid-bidding day kindergarten runs will not be included in a regular run package and shall be bid until separately. At the last Friday end of Septemberthe adjustment period, all Kindergarten runs will be posted for rebid. After Rebidding procedures will occur the route selection meetingthird Monday of October. Drivers will rebid on Kindergarten runs posted by seniority. 6. Vocational Education runs may be included in a regular run package at the discretion of the Supervisor-Designee. 7. All runs established by the Board shall consist of a fifteen (15) minute (a.m. /p.m.) pre-trip inspection in addition to the actual run time. Duties will be performed as set forth in the driver's manual. All drivers when not involved in actual driving time, any new runbut on paid time, remay be assigned by the Supervisor-designed Designee to perform associated duties such as, but not limited to, cleaning, fueling, checking, and servicing their vehicle and/or writing discipline reports, preparing student lists, and driving as assigned, etc. The establishment of run or times shall be determined by the Director of Transportation. All changes shall be reviewed with the ▇▇▇▇▇▇▇ prior to the first student day. Each run shall include a fifteen (15) minute period of time to assure the safety and security of all students. Any request for review of the established length of a run removed from time by a package (for whatever driver shall occur after the reason)first student day, shall be in writing and shall be submitted to the supervisorUnion ▇▇▇▇▇▇▇ and Director of Transportation. If the Union ▇▇▇▇▇▇▇ and Director of Transportation are unable to agree to a solution to the requested reviews, with it shall be reviewed by the efficiency of the department in mind, will select those drivers who have enough time on their package to do the work and offer it to them by seniority. This could result in the least senior driver being assigned the workSuperintendent. 38. Regular drivers interested in substituting for other drivers on mid-day Kindergarten runs must sign up at the beginning of each semester to be placed on the eligibility list. 9. The assignment of regular drivers to substitute shall be made by the Supervisor/Designee on a rotating basis. 10. The Board reserves the right to make any changes assign regular substitute bus drivers in routes, stops, length and number of the event a regular driver is absent. D. 1. Bus drivers who elect to drive field trips/special runs and routes as necessary, must sign up at the annual in-service day to be eligible for the efficient operation first semester and by January 10th to be eligible for the second semester. At the start of the transportation system first and the second semester, the run equalization charts shall start at zero and field trips/special runs will be assigned initially on a seniority basis and, thereafter, in accordance with applicable equalization charts. New bargaining members electing to drive field trips/special runs will begin each signed list with an average of the last five (5) highest total hours. Trip hours will be calculated as follows: Trip time less run time equals trip hours. The trip with the highest hours will be assigned to the driver with the lowest total trip hours and continue in that order until all trips are assigned. If there is more than one trip with the same estimated trip hours, than the order of trip assignments will be by Day order. If more than one trip is equal in hours and on the same day, they will be assigned in order to meet requirements and/or needs of athletic trips first. During field trips/special runs the district. Management reserves fifteen (15) minute break shall occur during the right to assign buses for mileage or business reasons only, and may not change assignment for arbitrary or capricious reasons. 4. In an emergency, time the Transportation Supervisor may place an employee on temporary assignment of up to 25 working days in a vacant or newly established route. In the event that it driver is not mutually agreeable to extend the temporary assignment, the employees shall revert to their former route. 5responsible for students during trips. All passenger transportation for the school district Special Education bus drivers shall be done by bargaining unit employees except as follows: a. Privately owned or leased vehicles provided by volunteers without additional compensation eligible for field trips/special runs only after the drivercompletion of their regularly scheduled run, however, when field trips/special runs are bid upon, special education drivers may take the next run on the rotation list for which they are available based upon their equalized hours. b. School-owned or leased vehicles other than buses or vans carrying less than nine (9) passengers on trips without additional compensation for the driver. c. Transportation Supervisor, Dispatchers, Bus mechanics or helper, on an ad hoc basis. d. Non-bargaining unit substitute drivers when substituting for an absent bargaining unit member. 6. The route of a driver who is granted a leave of absence which will result in his/her absence of forty-five (45) working days in the school year shall be posted as a vacancy and bid according to the procedures of sub-section 2 hereinabove. a. An employee who is unable to drive due to a doctor’s statement, will be granted a medical or Workers Comp leave. If a driver starts the year and has chosen a package and goes on a medical leave and returns during the same year, that driver will be allowed to have the least senior driver’s package that will maintain the benefits (Insurance or TSA) he/she had when their medical leave started. A driver not starting the school year but returning from a medical or Workers Comp leave by the re-bid date will be allowed to take any package based on seniority.
