Site Based Management. The School is responsible for its own operation, including preparation of a budget; is subject to auditsviii; may contract for services; and shall address personnel matters in accordance with the School Personnel Actix and all other applicable laws.
Site Based Management. A. A public school employer has the responsibility, authority, and right to manage and direct on behalf of the public, the operations, and activities of public schools under its control. The Board of Education retains the right to develop, organize, staff, and operate multiple school configurations to meet the needs of the students as determined by the Board of Education. The Union and the Board agree to promote the concept of "Site-Based Managed Schools." In order to facilitate the concept of "Site- Based Management” in each of the ▇▇▇▇▇▇ Schools, the Union and Board agree to the following: B. A District Site Steering Committee (DSSC) will be established to act on the vision, direction and time-lines set by the Board for needed changes within the School District. The DSSC will be comprised of three (3) members appointed by the Superintendent of Schools or his/her designee, three (3) members appointed by the ▇▇▇▇▇▇ Federation of Teachers, and one (1) Board member appointed by the School Board President. Applications will be generated by individual schools and/or a portion of a school's staff (i.e., a high school department) for review and acceptance by the joint committee, (DSSC). Included in the application or after the experiment has begun is the right to seek waivers from the Collective Bargaining Agreement and/or School Board Policies on an annual basis so the educational process may be improved. The reasons for waivers will be considered by the joint committee, (DSSC). C. A Site Steering Committee (SSC) will be elected at each individual school building. The purpose of this committee will be to enact the DSSC proposals by establishing building needs, schedules, and method of implementation. The SSC plans will be submitted to the DSSC for approval when District- wide proposals are being instituted. High schools' SSC will consist of four (4) elected TFT members and four (4) representatives appointed by the Superintendent of Schools or his/her designee. Middle/Junior High schools will consist of three (3) elected TFT members, and three (3) representatives appointed by the Superintendent of Schools of his/her designee. Elementary schools will consist of three (3) elected TFT members and three (3) representatives appointed by the Superintendent of Schools or his/her designee. The administration may also request that some or all of their appointments be elected by contractual TFT members of their site instead of by appointment.
Site Based Management. The BOARD agrees that representatives from the various administra- tive levels, selected by the other administrators at those levels, will be involved in any study concerning site-based decision making models, plans or processes being considered for implementation in the Dis- trict.
Site Based Management. A. Each Building Administrator or Program Supervisor has assigned control and is responsible for the day-to- day operation of the building and/or program under their direction. B. The responsibilities of the administrative staff include, without being limited to, the establishment of education policies; the construction, acquisition and maintenance of school buildings and equipment, the hiring, transfer, assignment, supervision, discipline, promotion, and termination of each employee; and the establishment and revision of Rules and Regulations governing and pertaining to work and performance of each employee. The authority to the extent permitted by law, provided, however, that no actions shall violate any of the express terms of the contract agreement between the ▇▇▇▇▇▇▇▇ Park School Board and the Kent County Education Association or policies of the ▇▇▇▇▇▇▇▇ Park Board of Education; and no rules or regulations shall be adopted or revised which violate the express terms between the ▇▇▇▇▇▇▇▇ Park School Board and the Kent County Education Association or policies of the ▇▇▇▇▇▇▇▇ Park Board of Education. C. An Administrator may assign overtime to employees directly under their supervision in emergency situations, providing it is within existing contractual requirements and a budget line item was approved by the Board of Education at the adoption of the Annual Budget. D. No employee (under C) may exceed forty (40) hours of work in one (1) week except as allowed under subsection C. E. An Administrator may assign work hours for employees under their supervision providing the hours are within the contractual guidelines and do not conflict with the operations of other programs. F. The Superintendent, in discussion with the affected Administrator, can override the provisions of this article.
Site Based Management. Deer Park School District values the participation of employees in the site-based shared decision-making process. The purpose of site-based shared decision making is to improve student learning through the collaborative development of a shared vision. In order to achieve the collaboration necessary to develop this vision, the District and Association acknowledge that sharing of decision making will be necessary. Our commitment to collaborative participation will help ensure a positive culture within the district that supports student learning.

Site Based Management. The Board and the Union agree that the school site is the appropriate place for most decision-making affecting the education of children in that school. Accordingly, they agree that the school sites should have as much flexibility as possible in managing their budget and organizing their educational programs for maximum educational effectiveness, free of unnecessary restraints imposed by School Department policies or by this collective bargaining agreement. This approach is known as Site-Based Management. The parties also agree that the best quality decisions at the local level are likely to result from a process of shared decision-making. Shared decision-making is a process in which all members of the education community at the school level collaborate in establishing a vision, identifying problems, defining goals, formulating policy, implementing programs, and learning from experience. The purpose of shared decision-making is to create a climate in the schools where faculty, parents, administrators, students (at the high school level), and other community participants working together share the responsibility and accountability for school improvement, better student performance, increased satisfaction among professional educators, greater involvement by and with parents, and stronger support from the community at large. The parties recognize that the overriding goal of Site-Based Management and shared decision-making is to improve the quality of instruction and learning for students. All actions taken shall be consistent with this goal. To achieve these goals the parties agree to the establishment of a Union/Board Site-Based Management Technical Support Committee (hereinafter referred to as the "Committee"). The Committee shall be comprised of three (3) persons appointed by the Chairperson of the Providence School Board and three (3) persons appointed by the President of the Providence Teachers Union. The School Board Chairperson and the Union President may appoint alternate members of the Committee to ensure full participation and representation of each party at each Committee meeting. In addition the parties shall mutually agree upon and appoint one (1) person from outside the Providence School System (i.e. an individual who is not employed by the Providence School Board) who shall serve as a voting member of the Committee. The individual mutually appointed by the parties shall be selected on an annual basis and shall sit as chairperson of the committe...

Site Based Management. The Union and the District are committed to building a learning organization that will increase student achievement. The implementation of site-based management will give schools greater responsibility, authority, and accountability for making decisions that will improve educational services to students. Site-based management is a local school governance structure that focuses on increasing student achievement by utilizing a collaborative decision-making process that involves all school community stakeholders. School community stakeholders include students, certified and uncertified staff, community, parents, and administrators. With respect to site-based management, the principal or building administrator will be cognizant of the workloads of bargaining unit members. In cases where the propriety or workload of unit members is unusually high, the Union may request a special conference with management to resolve the matter. The Union will be provided a copy of the policy once approved by the Chief Executive Officer or designee.
