Common use of Skills Development Clause in Contracts

Skills Development. The College and the Union recognize the principle of human resource development through skill-upgrading in line with career development as it relates to opportunity for advancement in the service of the College. Where it is possible to foresee the future utilization of such skill upgrading, Regular, Seasonal and Special Employees, having been employed by the College for months, may apply to the Divisional Director or Manager to take a course or seminar related to skill-upgrading. Upon approval, such leave shall be with pay. Upon execution of this Agreement. the College will establish a Skills Upgrading Leave Allowance of three hundred and sixty (360) days of paid leave. The Skills Upgrading Leave Allowance will be "topped up" each April 1st to the level of three hundred and sixty (360) days of paid leave available. Regular, Seasonal or Special Employees may submit Skills Upgrading Leave proposals to the Human Resources Manager who will administer the Leave Allowance and the College shall provide the Union Stand with a report on the use of the Allowance semi-annually, 30th and DECEMBER
