Special Constables. The appointment and designation of members as Special Constables as identified in “Appendix A” shall be done as per section 53 of the Police Services Act, or applicable replacement legislation.
Special Constables. 29.01 A Special Constable hired by the Board under the authority of Section 53 of the Police Services Act, as amended, to perform duties authorized by that section, shall be a member of the Association, governed by the terms and conditions of this Civilian Collective Agreement. Their duties shall be as per the position description in place and noted on their Appointment Documents and Oaths of Office.
29.02 Full-time Special Constables shall work an eight (8) or a ten (10) hour shift, as mutually agreed upon between the member and the Chief of Police. Such eight or ten hour shifts shall average forty (40) hours per calendar week (2080 hours annually). Full-time Special Constables will be covered under all articles of the Civilian Collective Agreement in the same way as other full-time Civilian members. The Board agrees to hire one full-time Special Constable upon signing of this Collective Agreement, pursuant to Article 25.
Special Constables. 25.01 Special Constable hired by the BOARD under the authority of Section 53 of the Police Services Act R.S.O. 1990 to perform duties authorized by that section shall be governed by the terms and conditions of this agreement.
25.02 Hours of work for a Part-time Special Constable shall be determined on an as- needed basis and shall be subject to the requirements of the Board on a daily basis.
25.03 The BOARD agrees that in accordance with this Agreement, the hourly rates of pay for the Part-time Special Constable is set forth thereto in Appendix “C”.
25.04 A part-time Special Constable shall receive salary equivalent to the hourly rate of a full time Special Constable of the same classification and shall be entitled to an additional eight (8%) percent of that hourly rate in lieu of the benefits set out in the following Articles:
Special Constables. In the months of May to August, Article 16.01(e) shall apply. The minimum of four (4) Special Constables will not become effective until all four (4) employees are covered as bodies.
Special Constables. 29.01 A Special Constable for the Port Hope Police Service may be appointed by the Board or the Solicitor General, as the case may be, and such employment shall be subject to the terms of the Police Services Act (PSA).
29.02 A Special Constable may be appointed in a Part‐Time or Full‐Time role depending on the needs of the service. All Special Constables will become members of the Port Hope Police Association. The Board will deduct the regular monthly Association dues from the pay of each Employee who authorizes such deduction in writing. The Association Treasurer shall provide to the board the annual dues amount to be deducted, per Member, which is to be paid to the Association monthly and mailed to the Treasurer or by direct deposit to the association when available.
29.03 A Full‐Time Special Constable appointed by the Board will receive benefits as prescribed in the Collective Agreement between the Board and the Association ‐ Civilian Employees (Collective Agreement) for Full‐Time Personnel including OMERS pension.
29.04 A Part‐Time Special Constable appointed by the Board shall receive benefits required by statute.
29.05 Special Constables shall be remunerated pursuant to Appendix “A” of this Agreement commencing at the probationary rate, and shall move up each level of the pay scale as outlined in Appendix A. If a Special Constable has had previous law enforcement experience, the Chief may compensate the Special Constable at a higher level at his/her discretion.
29.06 Special Constables shall be subject to a period of one year of probation during which he/she may be terminated for unsatisfactory work performance, misconduct or other reasons. The decision to terminate shall be that of the Chief of Police in his/her sole discretion in consultation with the Association.
29.07 Full‐Time hours of work for a Special Constable shall be 28 to 40 hours per week depending on the needs of the service. Any hours in excess of 40 per week shall be compensated at a rate of time and one half (1.5) and will be payable in cash or maintained in the member’s lieu bank at the discretion of the Chief of Police.
29.08 Part‐Time hours of work for a Special Constable shall be up to 24 hours per week averaged over each calendar year (1,248 hours maximum). Work in excess of the maximum shall not be construed as a transition to full‐time employment.
