The Contracting Parties shall ensure that each supervisory authority: (a) acts with complete independence in performing its tasks and exercising its powers; it shall act free from external influence and neither seek nor accept instructions; its members shall have a secure term of office, including safeguards against arbitrary removal; (b) has the human, technical and financial resources, premises and infrastructure necessary for the effective performance of its tasks and exercise of its powers; (c) has effective powers of investigation and intervention to exercise oversight over the bodies it supervises and to engage in legal proceedings; (d) has powers to hear complaints from individuals about the use of their personal data by the competent authorities under its supervision.
