Task 1. The contractor shall provide Administration and Programmatic support services to broaden, deepen, and diversify the pool of STEM talent in support of the Defense Laboratory Base. The contractor shall continuously monitor the program, assess the effectiveness, and efficiency of methods employed and inform the Government of opportunities to improve the program. The primary objectives of this program are to: 1) Encourage and reward the number of U.S. citizens or nationals trained in disciplines of science and engineering DOD and CCDC – ARL related programs of importance. 2) Support increased participation of underserved populations in DoD and ARL Outreach initiatives. 3) Assist in developing continuing relationships with stakeholdersand the sponsoring military services; each service is responsible for mentoring and interacting with its selected awardees. 4) Assist in attracting science and engineering baccalaureate graduates to pursue doctorates in DoD mission related research areas from US institutions. 5) Support expansion of involvement of students in ongoing DoD/ CCDC - Army related research; 6) Improve/ Develop marketing techniques to increase awareness of DoD and CCDC - ARL STEM career opportunities
Task 1. Definition of the protocols for Analytical development, Pharmaceutical development and Stability Test. This is a dynamic Task in the sense that the protocols may be adjusted during the course of the project. As Analytical method the one reported in the official monograph of the USP 34 will be adopted.. - WP2.1 System suitability for the HPLC method reported in USP 34; - WP2.2 Preparation of the working standard; - WP2.3 Set-up of the dissolution test in biorelevant dissolution media. - WP3.1 Definition of the optimal in vitro dissolution profile;

Task 1. Program Management a) Manage all services provided to support the achievement of the FSM program objectives; b) Plan, schedule, and coordinate EFSI services with FSM stakeholders and customers; c) Work collaboratively and cooperate with EFiMS and EFSI related support service contractor personnel; d) Coordinate and provide informed recommendations to Government personnel regarding program performance, quality, schedule, cost and risk minimally consistent Project Management Institute’s Project Management Body of Knowledge (PMBOK) (6th edition or latest published version). e) Provide quantitative and qualitative risk management using industry standard risk management guidelines (e.g., the Project Management Institute (PMI)) f) Implement a comprehensive communications management strategy that supports the FSM Program across all customers supported by the EFSI contractor; g) Provide an organizational change management strategy that ensures changes are smoothly and seamlessly implemented; h) Develop and implement quality management for all areas of program performance in accordance with a Responsible, Accountable, Consulted and Informed (RACI) model; i) Develop and maintain an Integrated Master Schedule for EFSI contractor’s order(s); j) Establish and provide metrics of value in accordance with ANSI/EIA-748 standard for all work performed under the BPA by applying standard EVM techniques; and k) Manage projects and provide task order deliverables as defined at the task order level.
