Technical and Interconnection Requirements. 2.1 Consumer/Solar Project Developer under third party sale agrees that his/it Rooftop Solar PV System and Net Metering System will conform to the standards and requirements specified in the Policy, Regulations and Supply Code as amended from time to time. 2.2 Prosumer agrees that his/it Rooftop Solar PV System and Gross Metering System will conform to the standards and requirements specified in the Electricity Rules, Policy, Supply Code and Regulations notified by the Commission as amended from time to time. 2.3 Consumer/Solar Power System Developer under third party sale/Prosumer agrees that he/she/it has installed or will install, prior to connection of Rooftop Solar Photovoltaic System to Distribution Licensee’s distribution system, an isolation device (both automatic and inbuilt within inverter and external manual relays) and agrees for the Distribution Licensee to have access to and operation of this, if required and for repair & maintenance of the distribution system. 2.4 Consumer/ Solar Power System Developer under third party sale/Prosumer agrees that in case of non- availability of grid, Rooftop Solar Photovoltaic System will disconnect/isolate automatically and his/it plant will not inject power into the Licensee’s distribution system. 2.5 All the equipment connected to the distribution system shall be compliant with relevant International (IEEE/IEC) or Indian Standards (BIS) and installations of electrical equipment must comply with Central Electricity Authority (Measures of Safety and Electricity Supply) Regulations, 2010 as amended from time to time. 2.6 Consumer/ Solar Power System Developer under third party sale/Prosumer agrees that licensee will specify the interface/inter connection point and metering point. 2.7 Consumer/ Solar Power System Developer under third party sale/Prosumer and licensee agree to comply with the relevant CEA Regulations in respect of operation and maintenance of the plant, drawing and diagrams, site responsibility schedule, harmonics, synchronization, voltage, frequency, flicker etc. 2.8 In order to fulfill Distribution Licensee’s obligation to maintain a safe and reliable distribution system, Consumer/Prosumer/Solar Power System Developer under third party sale agrees that if it is determined by the Distribution Licensee that Consumer’s/ Prosumer’s/Solar Power System Developer’s Rooftop Solar Photovoltaic System either causes damage to and/or produces adverse effects affecting other consumers or Distribution Licensee’s assets, Consumer/Prosumer/SPS Developer will have to disconnect Rooftop Solar Photovoltaic System immediately from the distribution system upon direction from the Distribution Licensee and correct the problem to the satisfaction of Distribution Licensee at his own expense prior to reconnection. 2.9 The consumer/Prosumer/Solar Power System Developer under third party sale shall be solely responsible for any accident to human being/animals whatsoever (fatal/non-fatal/departmental/non- departmental) that may occur due to back feeding from the Rooftop Solar plant when the grid supply is off if so decided by CEI. The Distribution Licensee reserves the right to disconnect the consumer’s installation at any time in the event of such exigencies to prevent accident or damage to man and material.

2.3 Consumer/The Power Producer and Power Purchaser agree that Solar Power PV System Developer under third party sale/Prosumer agrees that he/she/it has been installed or will installbe installed, prior to connection of Rooftop Solar Photovoltaic System to Distribution Licensee’s distribution system, an isolation device (both automatic and inbuilt within inverter and external manual relays) and agrees for the Distribution Licensee to have access to and operation of this, if required and for repair & maintenance of the distribution system.
2.4 Consumer/ Solar The Power System Developer under third party sale/Prosumer agrees Producer and Power Purchaser agree that in case of non- availability of grida power outage on Discom’s system, Rooftop Solar Photovoltaic System photovoltaic system will disconnectbe disconnected/isolate isolated automatically and his/it the plant will not inject power into the Licensee’s distribution system.

2.8 In order to fulfill Distribution Licensee’s obligation to maintain a safe and reliable distribution system, Consumer/Prosumer/Solar the Power System Developer under third party sale agrees Producer and Power Purchaser agree that if it is determined by the Distribution Licensee that Consumer’s/ Prosumer’s/Solar Power System Developer’s Rooftop the Solar Photovoltaic System either causes damage to and/or produces adverse effects affecting other consumers or Distribution Licensee’s assets, Consumer/Prosumer/SPS Developer the solar PV system will have to disconnect Rooftop Solar Photovoltaic System be disconnected immediately from the distribution system upon direction from the Distribution Licensee and correct the problem to the satisfaction of Distribution Licensee distribution licensee at his own of expense of Power Producer prior to reconnection.

2.7 Consumer/ Solar Power System Developer under third party sale/Prosumer 2.6 The seller and licensee agree to comply with the relevant CEA and JERC for Manipur & Mizoram Regulations in respect of operation and maintenance of the plant, drawing and diagrams, site responsibility schedule, harmonics, synchronization, voltage, frequency, flicker etc.

2.8 In order 2.7 Due to fulfill Distribution LicenseeDiscom’s obligation to maintain a safe and reliable distribution system, Consumer/Prosumer/Solar Power System Developer under third party sale Eligible Consumer agrees that that, if it is determined by the Distribution Licensee Discom that Consumer’s/ Prosumer’s/Solar Power System DeveloperEligible Consumer’s Rooftop Solar Photovoltaic System Renewable Energy system either causes damage to and/or produces adverse effects affecting other consumers or Distribution LicenseeDiscom’s assets, Consumer/Prosumer/SPS Developer Eligible Consumer will have to disconnect Rooftop Solar Photovoltaic System Renewable Energy system immediately from the distribution system upon direction from the Distribution Licensee Discom and correct rectify the problem to the satisfaction of Distribution Licensee at his own expense prior to a reconnection.
2.9 2.8 The consumer/Prosumer/Solar Power System Developer under third party sale eligible consumer shall be solely responsible for any accident to human being/animals whatsoever (fatal/non-fatal/departmental/non- non-departmental) that may occur due to back feeding from the Rooftop Solar RE plant when the grid supply is off if so decided by CEIoff. Technical and Interconnection Requirements. 2.1 Consumer/Solar Project Developer under third party sale The eligible seller agrees that his/it Rooftop Solar PV System his Renewable Energy Plant and Net Metering System will metering system shall conform to the standards and requirements specified in JERC for Manipur and Mizoram (Metering for Grid Connected Renewable Energy) Regulations, 2016 and in the Policy, following Regulations and codes as amended from time to time:
(i) Central Electricity Authority (Technical Standards for Connectivity of the Distributed Generation Resources) Regulations, 2013as amended from time to time.
(ii) Central Electricity Authority (Installation and Operation of Meters) Regulation 2006, as amended from time to time.
(iii) JERC for Manipur and Mizoram (Electricity Supply Code Code) Regulations, 2013, as amended from time to time.
2.2 Prosumer The seller agrees that his/it Rooftop Solar PV System and Gross Metering System will conform to the standards and requirements specified in the Electricity Rules, Policy, Supply Code and Regulations notified by the Commission as amended from time to time.
2.3 Consumer/Solar Power System Developer under third party sale/Prosumer agrees that he/she/it he has installed or will shall install, prior to connection of Rooftop Solar Photovoltaic System Renewable Energy Plant to Distribution Licensee’s distribution system, an isolation device (both automatic and inbuilt within inverter and external manual relays) and agrees for the Distribution Licensee to have access to and operation of this, if required and for repair & maintenance of the distribution system.
2.4 Consumer/ Solar Power System Developer under third party sale/Prosumer 2.3 The seller agrees that in case of non- availability of grida power outage on Licensee system, Rooftop Solar Photovoltaic System will Renewable Energy Plant shall disconnect/isolate automatically and his/it his plant will shall not inject power into the Licensee’s distribution system.
2.5 2.4 All the equipment connected to the distribution system systems shall be compliant with relevant International (IEEE/IEC) or Indian Standards standards (BIS) and installations of electrical equipment must comply with Central Electricity Authority (Measures of relating to Safety and Electricity Electric Supply) Regulations, 2010 as amended from time to time. Any equipment failure in and during the operation shall not come under the purview of MSPDCL.
2.6 Consumer/ Solar Power System Developer under third party sale/Prosumer 2.5 The seller agrees that licensee will shall specify the interface/inter connection interconnection point and metering point. The meter should be sealed jointly after due verification of the meter readings.
2.7 Consumer/ Solar Power System Developer under third party sale/Prosumer 2.6 The seller and licensee agree to comply with the relevant CEA and JERC for Manipur & Mizoram Regulations in respect of operation and maintenance of the plant, drawing and diagrams, site responsibility schedule, harmonics, synchronization, voltage, frequency, flicker etc.
2.8 In order 2.7 Due to fulfill Distribution Licensee’s obligation to maintain a safe and reliable distribution system, Consumer/Prosumer/Solar Power System Developer under third party sale Eligible consumer agrees that if it is determined by the Distribution Licensee that Consumer’s/ Prosumer’s/Solar Power System Developereligible consumer’s Rooftop Solar Photovoltaic System Renewable Energy Plant either causes damage to and/or produces adverse effects affecting other consumers or Distribution Licensee’s assets, Consumer/Prosumer/SPS Developer will eligible consumer shall have to disconnect Rooftop Solar Photovoltaic System Renewable Energy Plant immediately from the distribution system upon direction from the Distribution Licensee and correct the problem to the satisfaction of Distribution Licensee at his own expense prior to reconnectionre connection.
2.9 2.8 The consumer/Prosumer/Solar Power System Developer under third party sale Seller in respect of net metering shall be solely responsible for any accident to human being/animals whatsoever what so ever (fatal/non-fatal/departmental/non- departmental) that may occur due to back feeding from the Rooftop Solar solar plant when the grid supply is off if so decided by CEIoff. The Distribution Licensee licensee reserves the right to disconnect the consumerSeller’s installation at any time in the event of such exigencies to prevent accident or damage to man life and materialproperty.

Central Electricity Authority (Technical Standards for connectivity of the Distributed Generating Resources) Regulations, 2013 as amended or Technical Standards for Connectivity to the Grid, 2007 and Technical Standards for Connectivity to the Grid, (Amendment), regulations, 2012 as may be applicable
2. Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006 as amended
3. Central Electricity Authority (Measures relating to safety and electric supply) Regulations, 2010 as amended
4. MPERC Supply Code Regulations, 2013 as amended

2.7 Consumer/ Solar Power System Developer under third party sale/Prosumer 2.6 Eligible Consumer and licensee Discom agree to comply with the CEA (Installation and Operation of Meters) Regulations, 2006 and all other relevant CEA Regulations regulations as may be amended from time to time in respect of installation of meters, operation and maintenance of the plant, drawing and diagrams, site responsibility schedule, harmonics, synchronization, voltage, frequency, flicker flicker, etc. The existing LT/ HT meter installed in the premises of eligible consumer shall be replaced by the Discom with an appropriate LT/HT Net meter as per the specifications provided in CEA (Installation and Operation of Meters) Regulations, 2006 as amended and as required under MPERC Supply Code, 13 as amended and relevant retail tariff order of the MPERC. In case such meters are not available with the Discom, it shall be procured by the eligible consumer from any of the approved vendors of the Discom. The LT/ HT net meter so procured by eligible consumer shall be installed in his premises only after due testing in the LT/ HT meter testing lab of the Discom.
2.8 In order 2.7 Due to fulfill Distribution LicenseeDiscom’s obligation to maintain a safe and reliable distribution system, Consumer/Prosumer/Solar Power System Developer under third party sale Eligible Consumer agrees that that, if it is determined by the Distribution Licensee Discom that Consumer’s/ Prosumer’s/Solar Power System DeveloperEligible Consumer’s Rooftop Solar Photovoltaic System Renewable Energy system either causes damage to and/or produces adverse effects affecting other consumers or Distribution LicenseeDiscom’s assets, Consumer/Prosumer/SPS Developer Eligible Consumer will have to disconnect Rooftop Solar Photovoltaic System Renewable Energy system immediately from the distribution system upon direction from the Distribution Licensee Discom and correct rectify the problem to the satisfaction of Distribution Licensee at his own expense prior to a reconnection.
2.9 2.8 The consumer/Prosumer/Solar Power System Developer under third party sale eligible consumer shall be solely responsible for any accident to human being/animals whatsoever (fatal/non-fatal/departmental/non- non-departmental) that may occur due to back feeding from the Rooftop Solar RE plant when the grid supply is off if so decided by CEIoff.
