Technical Guidelines. The Fish and Wildlife Service will administer the Clean Vessel Act grant program through State agencies only. Both public and private marinas are eligible to participate in this program and should conform to these technical guidelines. Other marinas would not have to conform. These technical guidelines should be followed when doing surveys, developing a plan and education program, and constructing pumpout stations and waste reception facilities. Technical guidelines are presented here by Section. At the end of these Guidelines, an information packet is presented, which contains a general discussion of each section, and defines terms in more detail.

1 – Mission statement
1. To improve and facilitate researches and networking between African researchers, including those belonging to the African intellectual Diaspora, and the wider international community in the scientific fields as defined by the thematic areas;
2. To develop a framework of research activities responding to the criteria of the Africa sustainable development, this implies that each proposal have to figurate its impact/ relations with the environment, the society and the economic context;
3. To improve the flow and exchange of information on the thematic areas with a particular emphasis on the relevance and value of research investment to African policy, society and economic activity;
4. To provide a focal point for African collaboration with complementary international programmes
5. To create a research environment responding to the acknowledgment of the role, functions and activities of the African researchers and scientists in their own continent. In pursuit of this mission, the African Grants seek to add value to activities already underway in the AU and its Member States, through increasing synergy at all levels. This involves both actions by the AU Commission Services and also research projects initiated and undertaken by external partners in response to the Call for Proposals.
6. This first call will be launched in December 01st 2008, with deadline in May 01st 2009. Evaluation of the proposals will be implemented in the following four months, using panel of external African and International experts not involved in the proposals. The results of the evaluation and the list of the proposals to be retained will be submitted to the attention of the AMCOST Bureau. Immediately after, the AU-HRST Services will initiate the contract negotiation and, once defined, the contract will be officially signed by the proposers' coordinator as main contractor and by the HRST Dpt Director. The contract Coordinator will receive an advance of 35% of the planned contribution and will continue to receive tranches of funding according to the presented reports and cost statements.

Technical Guidelines. ▇. ▇▇ accepting the terms and conditions the contractor accepts the general conditions and regulations of the Organisers, the conference venue, and the suppliers as well as the technical guidelines and local safety regulations. Detailed technical guidelines will be provided in the exhibition manual. The contractor should refer to the Organisers to ensure that they meet all regulations enforced by the conference venue and the suppliers.
b. The contractor must conform to the regulations and conditions concerning explosive and dangerous materials, combustible or otherwise, as laid down by the local authorities and other statutory bodies. Any materials/exhibits not approved by the authorities or the Organisers must be removed from the conference venue.
c. All inflammable materials shall effectively comply with any statutory or local regulations or requirements to which the exhibition may be subject. Drapes and curtains must be at least 150 mm above the floor. No packing material or empty cartons shall be stored at the booth. Fire points must be kept clear at all times. The contractor must comply with any reasonable instructions given by the local authorities, the fire officer and /or the Organisers to avoid the risk of the fire.
▇. ▇▇▇▇▇▇▇▇ will be provided at the absolute discretion of the Organisers although they cannot accept liability for any loss or damage that may occur. Conference name badges must be worn at all times by the contractor and his/ her staff whilst in the conference venue and in all other areas within the full control of the Organisers for the duration of the conference.
Technical Guidelines. 1. Company and Third Party Providers may only send Messages to and from the Short Codes obtained by Company and Third Party Providers from CTIA and provided by Company to T-Mobile.
2. Company will only connect to the IPs and ports provided by T-Mobile.
3. Company and Third Party Providers will not change any Service configurations unless T-Mobile approves or requests the change (for example, switching ports or Short Codes).
4. Company and Third Party Providers will throttle Messages so as not to exceed five (5) Messages per second rate for each approved Service, unless the parties otherwise mutually agree in writing to a different throttle rate.
5. Company and Third Party Providers will buffer Messages so that Messages sent to Company and Third Party Providers from Subscribers in connection with the Services will not be returned to the Subscriber as undeliverable.
6. Company and Third Party Providers will not send any Messages to a Subscriber unless (i) it has obtained such Subscriber’s “opt-in” consent to receive such Message or a general “opt-in” consent to participate in the Service that includes consent to receive Messages as part of the Service, or the (ii) recipient of the Message is an employee of Company or the Third Party Provider and either: (a) using a device owned or paid for by Company or the Third Party Provider or (b) using a personal device and the employee has given Company or the Third Party Provider permission to communicate with the employee via the device.
7. Company and Third Party Providers must provide Subscribers with a simple mechanism for opting out of receiving Messages.
8. Company and Third Party Providers will include information on how to “opt-out” of receiving Messages in the first Message sent to a Subscriber, or such other Message designated in the message flow diagram submitted to T-Mobile for approval.
9. At a minimum, Company and Third Party Providers must provide Subscribers with the ability to opt-out of receiving Messages: (i) by the Subscriber sending a Message with “unsubscribe,” “End,” “Stop” and/or other similar language in the text; and (ii) via the same mechanism as any Subscriber registers for the Service or opts-in to receiving Messages. Company and Third Party Providers must include a prominent description of the opt-out mechanism at the same location and time as the Subscriber is provided an opportunity to opt-in.
