CALL FOR PROPOSALS. In order to provide broad based community services that align with HRM focus areas, HRM will review facility operation, management and program delivery on an annual basis. In the case where a community group or HRM terminates the Facility Lease Agreement, HRM will call for proposals as required. The community groups submitting proposals will obtain input from the community on programming and facility needs and be representative of the community geography and demographic. The community organization holding the current Facility Lease Agreement will be given first consideration if the proposal is of equal or greater quality, providing they meet the terms and conditions of the existing Facility Lease Agreement. Call for Proposals will be required when: •the existing management group can no longer maintain service delivery, facility or carry out the terms of the Agreement •when a HRM owned facility is determined surplus •when more than one community organization has capacity to manage and operate from a facility
CALL FOR PROPOSALS. Winrock International, the implementing partner of the USAID’s Fight Slavery and Trafficking- In-Persons Activity (FSTIP) project, invites qualified offerors to submit proposals to conduct a Mid-Term Assessment in support of program implementation activities. FSTIP is a five-year project which aims to reduce vulnerability to trafficking in persons and child marriage in Bangladesh. Each year, large numbers of Bangladeshis are trafficked for forced labor and commercial sexual exploitation—both internally and abroad. While men are more likely to seek work abroad, women and girls who migrate for domestic work are particularly vulnerable to trafficking given their unequal status in destination countries. Women and girls are also trafficked for sexual exploitation abroad and within Bangladesh in legal and illegal brothels. Delays in the legal process, a lack of effective access to legal advice and representation, and poor coordination and capacity among justice sector actors and the government of Bangladesh deny survivors access to justice and ▇▇▇▇▇▇ impunity. Trafficking in persons (TIP) is also closely linked to child marriage (CM): in interviews with more than 400 female sex workers in Bangladesh in 2017, the ▇▇▇▇▇▇ Project found that more than half had been child brides and subsequently been sold into prostitution. Key factors that increase vulnerability to TIP include poverty, unemployment, gender-based violence and discrimination, social exclusion, poor education, lack of marketable skills, and lack of awareness among communities of trafficking and child marriage risks. The stateless status of the 1 million Rohingya refugees—nearly 80 percent of whom are women and children—increases their vulnerability to TIP. Moreover, as more men migrate overseas for work, lower numbers of available marriageable men increase vulnerability to CM in a country where 70 percent of people surveyed noted their belief that women earn their identity and social status through marriage. Keeping the above context in account, ▇▇▇▇▇▇▇’s FSTIP project offers an important milestone on Bangladesh’s journey to self-reliance, the culmination of a 12-year partnership between USAID, Winrock and GOB to build the infrastructure, technical competency, management systems, and processes necessary to prosecute offenders, assist at-risk communities, and provide survivors with comprehensive services. On the basis of the “Agreement on Co-operation between the Slovenian Ministry of Higher Education, Science and Technology and CEA”, according to the articles of the above- mentioned Agreement, the co-operation takes place also in the form of joint research and development projects. The Slovenian Research Agency for the Republic of Slovenia and CEA/France are inviting research and development institutions, universities and R&D&I organizations from both countries to submit joint project proposals 1. The purpose of the funding is to stimulate new collaborations, which should result in joint projects.
