Union Officers and Representatives. 6.1 The University acknowledges the right of the Union and the Union Local to elect/appoint employees as Executives and Representatives and recognizes that it is the responsibility of such executives and representatives to assist in the administration of this Agreement.
6.2 The Union Local shall determine the jurisdiction of each Representative having regard to the plan or organization, the distribution of Employees at the work place, and the structure implied by the grievance procedure, provided that not more than twelve (12) Employees may be so appointed.
6.3 It is understood that Representatives have their regular work to perform on behalf of the University. It is acknowledged that grievances are presented and addressed as soon as possible. In servicing a grievance during working hours, Representatives will be given time off without loss of pay. Representatives will not leave their place of work without first obtaining authorization from their Department Head or designate. This will not be abused by the Representative and such authorization will not be unreasonably withheld.
6.4 The University agrees to recognize a Negotiating Committee, appointed by the Union Local, for the purpose of representing employees during negotiations for the renewal or amendment of this collective agreement. The Negotiating Committee shall consist of not more than five (5) members or alternates.
6.5 Members of the Union Negotiating Committee shall be given time off with pay for the purposes of bargaining during working hours with the University.
6.6 The Union Local agrees to provide in writing to the University the names of current Union Local Executive and Representatives and the University will provide the Union/Union Local in writing with the names of management personnel with whom the Union/Union Local shall conduct official business.
(i) The University shall notify the President of the Union Local of all new and terminated employees on a bi-weekly basis, including the employee’s position, group level and applicable step.
(ii) The University shall notify the President of the Union Local, on a bi-weekly basis, of Temporary employees in bargaining unit positions. Such information shall include job title, department, start and end date (if known).

Union Officers and Representatives. A written list of Union officers and representatives shall be furnished to the Superintendent or his or her designee immediately after designation, and the Union shall immediately notify the Superintendent or his or her designee of any changes thereafter.

The District and the Union agree that Union Officers and Representatives shall be allowed to meet with District Representatives for the purposes of meeting and conferring in good faith. If meetings occur during working hours, a reasonable number of participating employees shall receive reasonable time off without loss of compensation or any other benefit when formally meeting and conferring with representatives of the District. For the purposes of this MOU, “reasonable number of participating employees” shall be defined as one (1) employee, unless the District Administrator deems it appropriate to release more than one (1) employee. When determining appropriateness, the District Administrator shall consider the effect on the operations of the District.
Union Officers and Representatives. In accordance with 5 U.S.C. Section 7131 of the Federal Service Labor-Management Relations Statute (FSLMRS), Union Officers and Representatives will receive reasonable amounts of Official Time within the scope of the FSLMRS for:
1. Negotiations of collective bargaining agreements and attendance at impasse proceedings (excluding travel and preparation time) under 5 U.S.C. Section 7131(a) of the FSLMRS;
2. Participation in any phase of a Federal Labor Relations Authority (FLRA) proceeding, for which Official Time is ordered by the FLRA under Section 7131(c) of the FSLMRS; and
3. Bargaining over issues raised during the life of a term agreement such as, but not limited to, impact and implementation.
