Use of Compensatory Time Off. 1. The Department Head or designee determines the period when accrued CTO may be taken by each employee consistent with the needs of the department. Employees must be given prior approval, in writing, before CTO will be granted. 2. Denial of an employee's request for use of CTO must be based on business necessity.
