Workforce Arrangements. Consistent with Schedule H: Workforce, the first offer of employment for the NDIA should be to appropriately skilled existing South Australian Government disability staff. For the purposes of Schedule H, “disability staff” means all South Australian Government staff materially affected by the national roll-out of the NDIS, regardless of whether the roles are directly involved in the delivery of services to clients. Under Schedule H, the South Australian Government and the Commonwealth have agreed to a confined merit based selection process to fill roles within the NDIA targeting South Australian Government disability staff. The NDIA, the South Australian Government and the Commonwealth will develop and agree to a Workforce Transition Plan to give effect to Schedule H: Workforce. This work is separate to broader work on market, sector and workforce development.

However, the Company acknowledges and recognises the value and benefit that a permanently employed workforce provides in terms of skills and knowledge retention, consistency in application and process, as well as a long-term commitment to the Company. The use of contracted or casual labour is viewed as a supplementary component to accommodate short term leave absences, specific task or project work and, to cover aspects where it is considered that customer demand is either fluctuating or uncertain.

Under Schedule H, the Northern Territory and Commonwealth Governments have agreed to a confined merit based selection process to fill roles within the NDIA targeting Northern Territory Government disability staff. The Parties will develop and agree to a Workforce Transition Plan to give effect to workforce transition arrangements set out in Schedule H: Workforce. This work is separate to broader national work on market, sector and workforce development.
Workforce Arrangements. Schedule J: Transition of National Disability Insurance Agency Trial Areas and Workforce provides that, consistent with relevant Commonwealth and State legislation, a first offer of employment for the WA NDIS authority can be made to materially affected NDIA staff who are appropriately skilled. The Western Australian Government, Commonwealth Government and the NDIA will operationalise the NDIA workforce elements of Schedule J of the Bilateral Agreement.
