Bilingual Skills. a. The City and the Union agree to encourage employees to voluntarily develop bilingual skills in instances where the public contact nature of their jobs would make such skills valuable. Any employee whose duty assignments require frequent and regular use of bilingual language skills in Spanish and in English with members of the public shall be designated by the Department Head in writing and said designation shall be approved by the Human Resources Director, who shall test and certify the employees for language proficiency. As used in this section, the phrase "regular and frequent" means at least several times in each working week. Designation of the bilingual language skill is restricted to the actual needs of the position. An employee's ability to read, write or speak Spanish occasionally or, incidental use of language skills in Spanish, or the use of bilingual skills other than for the purpose of meeting the requirements of the job shall not warrant a bilingual designation. b. The City shall provide an updated list of designated employees at the Union's written request no more than once every six (6) months. c. All employees designated for use of bilingual skills by their Department Head shall receive $100.00 per pay period. d. The City may select employees to serve on the City’s Spanish language communication committee (“Cadre”). In addition to their regular bilingual pay, employees selected to serve on the Cadre will receive an additional $10.00 per hour when attending Cadre meetings and training, and when performing Cadre duties, as directed by the City Administrator or his/her designee. The City will have the sole discretion to determine qualifications and eligibility of Cadre members, which employees may serve on the Cadre, and how many hours such employees may devote to Cadre duties. e. Employees on the Cadre must establish to the satisfaction of the Human Resources Director a highly complex level of professional oral and writing proficiency, as demonstrated by appropriate testing. Employees on the Cadre who are not on approved leave are subject to after-hours call-back to the Emergency Operations Center or other Cadre assignment during an emergency.” f. For all full-time employees in positions designated by the Department Head who meet the following qualifications, the City paid premium will be $150.00 each biweekly pay period: a. Establish to the satisfaction of the Human Resources Director or their designee, a complex level of verbal and written proficiency in Spanish as demonstrated by appropriate testing every other year. b. Provide written translation from Spanish-to-English and English-to-Spanish and/or act as a translator for complicated technical information.
