Changes in Tours of Duty. A. The Agency shall determine whether more than one tour of duty is required. B. Tour of duty assignments will be made among qualified employees by notifying employees of the nature and duration of the tour of duty and first requesting volunteers. If more volunteers request a tour of duty than needed, the tour of duty will be offered by the highest seniority in accordance with their SCD. If less volunteers request a tour of duty, than needed, employees will be assigned by lowest seniority in accordance with SCD. C. Any special skill requirement may void Section 7.B. above. D. Employees on a particular tour of duty are entitled to any compensation to which they are entitled by applicable law, government-wide rule, or regulation.
Changes in Tours of Duty. Changes in the prescribed regular tour of duty for specified individuals, special groups of employees, or for the installation may be scheduled by the Employer in those cases where the regular tour of duty would seriously handicap the performance of work or would result in substantially increased costs. Tours of duty will be established or changed in accordance with Department of Army and Office of Personnel Management regulations. The Employer reserves the right to make emergency changes in tours of duty at any time.

Where multiple and/or rotating tours of duty are in effect in a work unit, employees will normally be rotated between more desirable and less desirable tours of duty, except under the following circumstances: 1. At the employee’s own request, the employee may be assigned to a less desirable tour of duty on a continuing basis when such assignment is acceptable to the supervisor and other affected employees of the unit; or 2. When a specific tour of duty is established as a condition of employment for an employee or employees.
