Chief Stewards. The Union shall be entitled to designate Chief Stewards for the purpose of providing grievance representation at Step 1 and higher steps in more complex or contract interpretation disputes and, where designated in accordance with Article 11 of this Agreement, to participate in Labor-Management Meetings. Chief Stewards have jurisdiction within the Bargaining Unit in their department as designated below except as mutually agreed to by the parties: Facilities: One Chief ▇▇▇▇▇▇▇ per facility. Chief Stewards leave of absence with current pay, benefits, and without loss of seniority, will be granted to one (1) chief ▇▇▇▇▇▇▇ for up to a combined maximum total of three (3) days per year to deal with collective agreement related problems on the worksites within the Service Area. Further leaves will be granted as required as per Clause 2.10(a)(2).
Chief Stewards. The employer shall recognize six (6) Chief Stewards, one for each geographical area as appointed by the local Union President. Requests for the Chief ▇▇▇▇▇▇▇ to meet with employees during the working day shall be approved by the Director of Employee Relations or his/her designee and such requests shall not be unreasonably denied and shall not exceed eight (8) hours per month except in cases of emergency. Employees selected by the Union to act as Union representatives shall be known as "Chief Stewards". The names of employees selected as chief stewards and the names of other Union representatives who may represent employees shall be certified in writing to the Employer by the local Union. If the need arises, the Director of Employee Relations may meet with one (1) or more of the six (6) chief stewards. Any employee who wishes to meet with their ▇▇▇▇▇▇▇ during working hours must make such arrangement through their immediate supervisor in cooperation with the immediate supervisor of the ▇▇▇▇▇▇▇. The worksite ▇▇▇▇▇▇▇ jurisdiction will be restricted to his/her worksite. A Council Union Representative shall be permitted to enter the Polk County School system upon request to the Superintendent or his designee to investigate any grievance or handle other official Union business.
Chief Stewards. The parties shall within ten (10) days from the giving of notice as aforesaid sign a memorandum of settlement, or, if the matter has not been satisfactorily adjusted, the party to whom the matter was submitted shall deliver to the other party a reply in writing to such submission.
Chief Stewards. The Union may select up to ten (10) Chief Stewards. The Union may designate eight (8) Stewards on a trial basis. The termination of such trial basis shall be at the discretion of the Union.
Chief Stewards. The Union may designate one (1) Chief ▇▇▇▇▇▇▇ for up to eighty (80) employees or fraction thereof in a Department. Chief Stewards, designated by the Union, shall have preference in employment retention in the event of layoff or reassignment outside the work site. The District of a Chief ▇▇▇▇▇▇▇ shall be established so as to reflect representation of approximately eighty (80) employees within a Department. In circumstances where this approximation is not possible within a work site a Chief ▇▇▇▇▇▇▇ may represent more than one (1) work site within a Department. Each Chief ▇▇▇▇▇▇▇ shall have a defined District. The Union shall furnish to the Employer, in writing, the names of the designated Chief Stewards with their jurisdictions and work sites and the names of Stewards with their work sites or their jurisdictions that have been mutually agreed upon in secondary negotiations. The Union shall do so promptly after the effective date of this Agreement. Any changes or additions thereto shall be forwarded to the Employer by the Union, in writing, as soon as such changes are made. Under no circumstances shall a Chief ▇▇▇▇▇▇▇ be entitled to layoff or reassignment protection unless the Union has provided such designation in writing to the Employer at least thirty (30) days prior to the issuance of a layoff or reassignment notice.
Chief Stewards. Employees in each district shall be represented by a chief ▇▇▇▇▇▇▇. In their absence, a chief ▇▇▇▇▇▇▇ from another district or local officers may represent the employee.
Chief Stewards. 42 MSEA may designate one (1) Chief ▇▇▇▇▇▇▇ per forty (40) employees or fraction 43 thereof in a department. Chief Stewards, designated by MSEA, shall have 44 preference in employment retention in the event of layoff and bumping. If the Chief 45 ▇▇▇▇▇▇▇ is unable to exercise a bumping preference in accordance with Article 12 46 (d), then that ▇▇▇▇▇▇▇ may request placement to a vacant Bargaining Unit position 1 that is recognized by the Civil Service Commission on the pre-authorized lateral job 2 change list, provided by the Employer to MSEA, in existence at the time of the layoff.
3 A Chief ▇▇▇▇▇▇▇ may also be designated as a ▇▇▇▇▇▇▇ at a work location. At a work 5 designated ▇▇▇▇▇▇▇ is not available, the Chief ▇▇▇▇▇▇▇ may act as a temporary 6 ▇▇▇▇▇▇▇ without loss of pay within jurisdictional areas as determined in secondary 7 negotiations. 9 MSEA shall furnish to the Employer in writing the names of the designated Chief 10 Stewards with their jurisdictions and work locations, and the names of Stewards with 11 their work locations or their jurisdictions. MSEA shall do so within thirty (30) work 12 days after the effective date of this Agreement. Any changes or additions thereto 13 shall be forwarded to the Employer by MSEA in writing as soon as such changes are 14 made. 16 The effective date of a ▇▇▇▇▇▇▇ or Chief ▇▇▇▇▇▇▇ designation shall be no earlier 17 than ten (10) work days following the date of notice to the State Employer. 19 Under no circumstances shall a Chief ▇▇▇▇▇▇▇ be entitled to preference in 20 employment retention unless MSEA has provided such designation in writing to the 21 Employer at least thirty (30) days prior to the issuance of a layoff notice.
Chief Stewards. The City of Dayton Blue Collar unit may select one (1) Chief ▇▇▇▇▇▇▇ for each one hundred (100) employees or fraction thereof in addition to the other Stewards for each division. Chief Stewards will have the same privileges as ▇▇▇▇▇▇▇ with the added responsibilities for Stewards assigned in a specific area. The Clerical Chapter unit may select a maximum of two (2) Chief Stewards, in addition to Stewards selected in accordance with Section 1 above. Chief Stewards shall have the same privileges accorded to a ▇▇▇▇▇▇▇ or Staff Representative by this Agreement, when it is known that both a ▇▇▇▇▇▇▇ and Staff Representative will be absent or unavailable.
Chief Stewards. The AFSCME Council 3 President shall appoint five (5) employees as Chief Shop Stewards. The Chief Shop Stewards shall devote their working hours with pay to union related activities, as stated below in paragraph number 5. For the period of January 1, 2024 through December 31, 2024 and each calendar year thereafter, the President of AFSCME shall appoint five (5) Chief Stewards, on a full-time basis to handle union business under the following terms and conditions:
1. With the exception of all mandated training, the Chief ▇▇▇▇▇▇▇▇ would be placed on a paid leave of absence from their current assigned duties.
2. The Chief ▇▇▇▇▇▇▇▇ would remain on the State’s payroll for the purposes of performing full-time union business as the Chief Stewards.
3. The State will credit up to 100% of the administrative leave (up to a maximum of 2,080 hours annually) except that the Chief Stewards will continue to use earned annual leave, personal leave, holiday leave, and sick leave pursuant to established policies.
4. The Chief Stewards will work forty (40) hours per week, Monday through Friday. AFSCME will establish a standard eight-hour (8) workday (e.g. 8:00am to 4:00pm) for each Chief ▇▇▇▇▇▇▇. The standard workday hours may be adjusted for duties that require the Chief Stewards’ participation at other hours of the day or night.
5. The Chief ▇▇▇▇▇▇▇▇ will work from an AFSCME office in the State of Maryland. A standard work location will be established for each Chief ▇▇▇▇▇▇▇ at an AFSCME office located in the State of Maryland. AFSCME shall maintain workers’ compensation insurance coverage for the Chief Stewards to cover all union related activities. The Chief Stewards’ duties for union related activities include, but are not limited to: preparation and negotiation of this MOU; issues concerning interpretation of this MOU; grievances on behalf of union members; union sponsored labor relations training; Labor/Management Committee meetings; assisting members in departmental related issues; participation in in-service training of the union; Executive Board and membership meetings of the union; daily operations of the union; maintaining communications to members; attendance at conventions; participation in specialized training offered by AFSCME; meeting with State legislators concerning pending legislation impacting the union; attendance at hearings before the General Assembly.
