Common Access Card Clause Samples

The Common Access Card (CAC) clause establishes requirements for the issuance, use, and management of identification cards for personnel accessing secure government facilities or information systems. Typically, this clause outlines who is eligible to receive a CAC, the process for obtaining one, and the responsibilities of cardholders, such as safeguarding the card and returning it upon contract completion or termination. Its core function is to ensure secure and controlled access to sensitive areas or systems, thereby protecting government assets and information from unauthorized entry or misuse.
Common Access Card. Homeland Security Presidential Directive 12, dated 27 August 2004, promulgated a Federal standard for secure and reliable forms of identification for Federal employees and Contractors. That identification is the Common Access Card (CAC). CACs may not be issued to Contractors unless a data record authorizing CAC issuance is resident in the Defense Enrollment Eligibility Reporting System (DEERS). The CVS was developed as a secure and authorized means of entering Contractor data into DEERS in addition to automating the CAC application and approval process. In order to enter Contractor data into CVS, the Contractor’s data must be resident in an authorized source database. The Joint Personnel Adjudication System (JPAS) is that authoritative source. Contractors without JPAS accounts may request accounts by following the instructions provided in the Frequently Asked Questions (FAQ) topic “How do I get a JPAS account (Industry Users)?” found on the JPAS website, ▇▇▇▇▇://▇▇▇.▇▇▇.▇▇▇/diss/jpas/jpas.html. Personnel eligible for a CAC who are not in JPAS (i.e., certain Contractors, Foreign Nationals, and DoD affiliates) will be required to register at a site where an equivalent background vetting will be accomplished in accordance with FIPS 201.
Common Access Card. The Contractor shall complete or provide to the Government all information required per the DHA Common Access Card (CAC) request process, current version 2.1, January 2018, or more recent when updated. See process attached in Part 7.1 of the PWS. A CAC is the standard identification for eligible DoD contractor personnel. The Contractor shall return all CACs to the COR upon the departure of the contractor personnel.
Common Access Card. All contractor employees who require computer access or travel on official Government business shall complete a DD Form 1172-2, Application for Department of Defense Common Access Card Defense Enrollment Eligibility Reporting System (DEERS), to obtain a Government furnished common access card (CAC). CACs are processed in accordance with the guidelines for the Trusted Associate Sponsorship System
