Employee Complements. There will be no Part-Time Flexible (PTF) employees working in the mail handler craft in installations which have 200 or more man years of employment. The number of part-time regular mail handlers who may be employed in any period in a particular installation shall not exceed 6% of the total number of career employees in that installation covered by this Agree- ment. In smaller installations with part-time flexible employees, the Employer shall maximize the number of full-time employees and minimize the num- ber of part-time employees who have no fixed work schedules. A part- time flexible employee working eight (8) hours within ten (10), on the same five (5) days each week over a six-month period will demonstrate the need for converting the assignment to a full-time position.
Employee Complements. The Employer will staff at least one full-time regular city letter carrier per one full-time regular city letter car- rier route, as defined in Article 41.1.A.1, plus each Carrier Technician position; however, the Employer’s obligation shall not exceed a ratio of 1.18 full-time regular city letter carriers per full-time city letter carrier routes. As long as part-time flexible employees remain on the rolls, the Employer shall staff all postal installations which have 200 or more workyears of employment in the regular work force as of the date of this Agreement with 88% full-time employees in the letter carrier craft.

D. The total number of part-time regular employees who may be employed shall not exceed 2.5% of the total number of career employees covered by this Agreement.

The remaining ten percent (10%) of the bargaining unit may be part-time employees. B. The Employer shall maximize the number of full-time employees and minimize the number of part-time employees in all Centers. Employee Complements. No later than 180 days after the issuance of this arbitration award, all existing Part-Time Flexible (PTF) employees in postal installations which have 200 or more man years of employment will be converted to full-time regular status, and thus there will no longer be PTF employees working in the mail handler craft in such installations.
