Fire Investigation. 21.1. The CWFD will assume responsibility for all fire cause determination investigation activities within Washougal and will work closely with the Washougal Police Department (WPD) in processing any case. CWFD and WPD shall cooperate in the preservation of evidence, chain of custody, investigating suspects and persons of interest for all cases arising from origin and cause investigations within the jurisdictional boundaries of the City of Washougal.
Fire Investigation. If probable cause indicates human involvement, a Wildland Fire Investigator (INVF) should be ordered to conduct an investigation. Investigations and all ensuing legal actions beyond origin and cause determination are the responsibility of Jurisdictional Agencies. the affected Jurisdictional Agencies; however, investigation support may be requested from the Protecting Agency subject to resource availability and appropriate regulations and agency limitations. It is best if a Federal INVF leads investigations under Federal jurisdictions and a State INVF leads investigations under State jurisdiction. Protecting FMOs will coordinate with jurisdictions to ensure all agency requirements for investigations are met. The Lead Investigating Agency is typically the Jurisdictional Agency at the point of origin; however, other affected Jurisdictional Agencies may also initiate investigations. The Lead Agency will notify all affected agencies immediately when the decision is made to pursue an investigation beyond origin and cause or seek cost recovery on an incident in order to proceed jointly and cooperatively if desired. When incidents affect multiple agencies lands, collections will be pursued jointly and cooperatively by each affected agency to the extent practical. Fire Investigation. Stand-by-pay – In addition to his/her regular salary, represented employees assigned to Fire Investigation shall be compensated with an additional $50 per each 24-hr shift assigned to standby duties. If a Suppression employee works less than a full shift of standby, he or she shall be compensated $2.08 per hour assigned to standby duties.
Fire Investigation. The District/Department and DNR agree to protect the origin area of any fire to the best of its ability. Fires will be jointly investigated when an incident originated in a joint jurisdiction area. A DNR fire investigator may investigate fires originating on, spreading to or threatening land subject to Forest Fire Protection Assessment (i.e., sole DNR or joint jurisdiction areas).
Fire Investigation personnel assigned to Fire Suppression shall work a 24-hour shift commencing at 1200 hours and continue through 1200 hours the following day. Fire Investigation personnel shall work a 48-hour average work week.
Fire Investigation. Officers are provided with a vehicle by ▇▇▇▇▇ for the purposes of the performance of their duties and are permitted to use the vehicle for private purposes in accordance with SAMFS policy arrangements and on the basis that such use is in lieu of overtime payments and the payment of on call allowances.
