Key Element 1. Personnel Costs 1. F'or Agencies - a. Source Agency (CMS): CM.S will incur costs for data matching along with contractor costs for use of the Acumen portal once VA sends the data file to be matched. Staff performing the work will include employees predominately located in the Washington-Baltimore-Arlington, DC-MD-VA-WV-PA geographic locality. CMS used estimates based on 2019 OPM payment schedules. The Washington-Baltimore-Arlington, DC MD-V A-WV-PA geographic locality, houl'ly rates used in CMS' estimation for a GS-13, Step 5 is $52.66 ($105.32 rate plusfringe). CMS staff will spend an estimated 2009 hours for a GS-13, Step 5 to prepare and extract the data to be sent to VA for the 18-month period covered under the Agreement. CMS estimates that total personnel costs for data matching will amount to $211,588 (2009 hours x $105.32=$2 l 1,588). In addition to personnel costs fol' data matching, CMS will incur contactor costs for the Acumen portal. This includes setting up the pmtal space, specification design, pl'ogramming, verification and validation and production of a final deliverable. For con ractor personnel, the estimate is based on a Rough Order Magnitude provided by the contractor. The cost is based on data exchange occurrences (estimated at $20,l 00 per occunence). CMS contt·actor costs are estimated at $120,600 (6 data exchanges x $20,100=$120,600). The total estimated source agency (CMS) personnel costs is $332,188 ($211,588 for data matching + $120,600 for contractor costs). b. Recipient Agency (VA): VA will incu1· personnel costs pt-ior to each match and ongoing personnel costs associated with reviewing and adjudicating match results. Staff perfonning the work include employees predominantly located in the Austin Round Rock, TX geographic locality. Some employees performing the work will be geographically dispersed; however, the Austin• Round Rock, TX locality was used for all estimations because it represents the location where a majority of the work will be performed. Also, the Austin-Round Rock. TX locality serves as a reasonable baseline and expected locations of other employees had negligible locality pay variances compared to Austin-Round Rock, TX. VA used estimates based on 2019 OPM payment schedules.   • Service Eligibility Criteria 5.2.5.1 Southern Telecom must certify for each high-capacity EEL that all of the following service eligibility criteria are met: 5.2.5.1.1 Southern Telecom has received state certification to provide local voice service in the area being served; 5.2.5.2 For each combined circuit, including each DS1 circuit, each DS1 EEL, and each DS1-equivalent circuit on a DS3 EEL: 5.2.5.2.1 1) Each circuit to be provided to each End User will be assigned a local number prior to the provision of service over that circuit; 5.2.5.2.2 2) Each DS1-equivalent circuit on a DS3 EEL must have its own local number assignment so that each DS3 must have at least twenty-eight (28) local voice numbers assigned to it; 5.2.5.2.3 3) Each circuit to be provided to each End User will have 911 or E911 capability prior to provision of service over that circuit; 5.2.5.2.4 4) Each circuit to be provided to each End User will terminate in a collocation arrangement that meets the requirements of 47 CFR 51.318(c); 5.2.5.2.5 5) Each circuit to be provided to each End User will be served by an interconnection trunk over which Southern Telecom will transmit the calling party’s number in connection with calls exchanged over the trunk; 5.2.5.2.6 6) For each twenty-four (24) DS1 EELs or other facilities having equivalent capacity, Southern Telecom will have at least one (1) active DS1 local service interconnection trunk over which Southern Telecom will transmit the calling party’s number in connection with calls exchanged over the trunk; 5.2.5.2.7 7) Each circuit to be provided to each End User will be served by a switch capable of switching local voice traffic.

  • Unbundled Network Elements 35.4.1. The charges that CLEC shall pay to Sprint for Unbundled Network Elements are set forth in Table One of this Agreement. 35.5. Collocation 35.5.1.   • Use of Service Areas The service areas, as located within the Project, shall be ear- marked for purposes such as parking spaces and services including but not limited to electric sub-station, transformer, DG set rooms, underground water tanks, Pump rooms, maintenance and service rooms, firefighting pumps and equipment etc. and other permitted uses as per sanctioned plans. The Allottee shall not be permitted to use the services areas in any manner whatsoever, other than those earmarked as parking spaces and the same shall be reserved for use by the Association for rendering maintenance services.
