Overtime Assignment. Overtime work shall be on a voluntary basis except that when no Employees are available, it is agreed that the Employer shall have the right to schedule or assign overtime work whenever necessary to meet emergencies or to ensure the efficiency of its operations. When such overtime assignments are made by the Employer, they shall be made to qualified Employees with the least seniority who work in the affected department on a regular daily basis.
