Points of Assembly and Work Start Times. a) Starting and finishing times within the standard hours shall be agreed to at the local level. If the starting and finishing times cannot be agreed to at the local level, the matter shall be referred to the Joint Committee. If the Joint Committee cannot reach agreement within ten (10) days, the matter may be referred by either side to the Bargaining Principals. Until the matter is resolved by the principals, the Employer may introduce interim starting and finishing times after a fourteen (14) day notice period. b) Time spent in travel in excess of the time spent in travel from the employee's residence to his/her business office and return shall be considered as time worked.
